The position will design and deliver technical assistance to clients served by the Region 15 Comprehensive Center (Center), a federally-funded regional technical assistance center focused on building the capacities of the Arizona, California, Nevada, and Utah State Education Agency (SEA) staffs to identify, implement, and sustain effective evidence-based programs, practices, and interventions that support improved educator and student outcomes. This position will lead the Center’s work on facilitating continuous improvement of the state’s approach to and guidance for the improvement of low performing local educational agencies and schools, especially those identified for Comprehensive Support and Improvement and Targeted Support and Improvement and serving rural, disadvantaged and traditionally underserved populations; and operating coherent and aligned systems by strengthening state educational agency organizational management, efficiencies, and productivity, including funding and resource allocation.

Strong candidates will have deep knowledge of research, practice and policy related to state systems of support and school and district improvement and turnaround, combined with success in leading such efforts. This position must stay current with information that has regulatory and policy implications for the Center’s work as well as have a deep understanding of the political context in which this work takes place.

 Responsibilities:

  • Manage and lead projects with Center clients particularly related to systems of support for schools/districts identified as needing improvement.
  • Work with staff across the Center to identify, coordinate, and strengthen the Center’s work in state capacity building and support the expansion of a portfolio of work that makes significant contributions to building state capacity.
  • Develop working relationships and partnerships with other major institutions, initiatives, and individuals to strengthen and leverage the Center’s work, enhance opportunities to have sustainable impact at the state, regional, and local level, and improve outcomes for all students.
  • Serve as a content expert on the development, planning, and delivery of services for systems of support for local and regional entities.
  • Advise and assist the Center’s Management Team in developing working relationships with key policy makers, practitioners, and scholars in the field of state capacity to support systems of support for school/district improvement.
  • Develop a body of work, projects, and initiatives, to be carried out under the Center.

Qualifications:

  • At least 3 to 5 years of experience in a leadership position at a local, regional, and/or state education agency (e.g., superintendent, deputy superintendent, assistant superintendent, director) with track record of developing organizational and human capacity. 
  • Demonstrated leadership, regionally and/or nationally, in state systems of support and school and district improvement and turnaround, state capacity building, or an associated field.
  • Deep knowledge of research, policy, and practice of statewide systems of support and school/district improvement and turnaround.
  • Demonstrated ability to design and implement systems anchored by research and analysis of current practices, structures, protocols, and documentation; identifying needs and issues; and facilitating collaboration. 
  • Excellent organizational, interpersonal, and communication skills. Demonstrated ability to manage contracts and budgets; demonstrated ability to work collaboratively and effectively with diverse staff, colleagues, and clients from across the organization and across the nation.
  • Superior communication skills, including excellent writing and powerful presentation skills; comfort with large and small groups and with diverse audiences. Experience in product development, writing for publication, and writing/presenting to the public, non-educators, and policy makers.
  • Masters or equivalent education/experience in relevant areas.

Compensation is competitive, depending on experience.
