Innovation Studies:

The Innovation Studies program helps educators and policymakers find promising ideas, understand how they work, put them into action, and evaluate the results.

Innovation Studies program staff partner on pilot projects, conduct formative evaluations, and communicate using technology and interactive media for knowledge transfer to educators and policymakers.

Position Description:

The Senior Project Manager will oversee the development and implementation of programs and strategies related to success for students, adult learners, and jobseekers  in postsecondary, adult education, and workforce development. The Senior Project Manager will lead technical assistance, professional development, and strategic planning with educators and workforce system stakeholders that support state and national institutional reform efforts and contribute to greater intersegmental and cross system coherence using student and practitioner centered design strategies. The Senior Project Manager will be part of Innovation Studies’ postsecondary and workforce team, supporting that groups expanding portfolio of work related to increasing economic mobility for communities of need, intersegmental systems development, and use of data to inform equity and student outcomes.

The ideal candidate has a solid understanding of education and training strategies related to college and career success, has strong content, policy, and practical expertise in adult education, community college and workforce development, has project management, leadership, and supervisory skills. This person’s content knowledge and experience should be matched by strong communication skills including ways to focus educators and practitioners from different educational segments or public systems on key issues leading to change in policy and practice related to student success and equity. The postsecondary and workforce unit in Innovation Studies is a high performance and fast-moving team working continuously across public systems and in the field. Applicants should enjoy working in a rapid paced, challenging environment that pushes the boundaries of policy and practice. Curiosity, an open mind, strong problem solving skills, and a passion for student equity are strong requirements for this position.

Responsibilities:

Provide project management

  • Supervise and lead projects that include internal WestEd project management staff and key external development and policy partners.
  • Manage complex projects with multiple partners, in a context of rapidly evolving priorities, and ensuring deliverables are on time and on budget
  • Lead and participate in planning for development or revision of projects and support the expanding portfolio of work with the postsecondary and workforce team
  • Demonstrated ability to supervise others, including partners, in the development and implementation of large scale multi-system and multi-partner initiatives,
  • Demonstrated ability to identify and think through all necessary steps of a project and set appropriate deadlines
  • Capacity to move seamlessly between prioritized tasks
  • Ability to meet tight timelines.

Practitioner Engagement, Professional Development, and Technical Assistance

  • Design and implementation of regional and statewide practitioner engagement strategies that involve stakeholders from different educational segments and public systems
  • Development and implementation of training, professional development, and technical assistance models for the field that improve student/jobseeker outcomes and equity
  • Ensure that field engagement, training, and TA models are appropriate and accessible by a diverse range of practitioner types from different educational and public systems
  • Develop and support practitioner and participant feedback processes including development of metrics that ensure continual improvement in practitioner engagement and support
  • Develop and oversee systems that respond to practitioner requests and identified needs for technical assistance or PD on demand as supported under existing contracts

Support Data Tools and Dashboard Development

  • Support the creation of data tools and metrics that advance the strategic goals of educational and workforce systems
  • Support quality assurance for data tools to ensure accuracy and alignment with practitioner needs and metric goal/intent
  • Support usability of tools to ensure accessibility for a range of practitioner types and users
  • Support coordination for direct testing by practitioners and track their key concerns
  • Respond to requests for data access or custom data pulls and coordinate with partners regarding implementation

Lead and Support Program Expansion

  • Establish strategy for state by state expansion of data systems and data visualization tools into additional states beyond California
  • Identify implementation strategy and local team/talent for implementation of other state iterations of data systems projects, including oversight of expansion of local WestEd staff and remote staff and/or partners

Support professional development

  • Facilitate practitioner working groups to surface data needs and develop action plans
  • Support the development and maintenance of a training network that supports practitioners with using data
  • Respond to one-off requests for information and support on using data
  • Identify print/video/infographic resources needed and oversee their development

General program support

  • Facilitate meetings that support the rapid development of specific action steps to support educational reform and project goals
  • Present information in a concise fashion in high-stakes settings such as meeting with advisory committees, legislative staff, and the press
  • Oversee and coordinate the development of reports and white papers
  • Manage relationships across agencies and within WestEd departments

This position is at a WestEd grade level H. Compensation is competitive, depending on experience.
