PRIMARY FUNCTION: This position is responsible for directing Transportation services; providing information and serving as a resource to District administrators; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with District objectives as well as all relevant guidelines, codes, and regulations; and supervising and directing assigned staff. The incumbent will maximize the resources of the Department's personnel, equipment, and supplies to provide the highest level of safe and on-time transit to students of the District. Oversees maintenance of all district-owned vehicles. Ensures safe and efficient operation of transportation department.

SALARY SCHEDULE: A-2

WORK DAYS: 250

REQUIREMENTS:

Education Level :

Bachelor's degree from an accredited college/university in business, public administration, or related field or Bachelor's degree with 5 years transportation management experience or Associates degree with 10 years transportation management experience. Additional training in job related areas required

Preferred :

Master's Degree

Experience, Skill, and Certification:
  • Minimum of 5 years progressive management and administrative experience in transportation.
  • Management/administrative experience in transportation or other logistical field
  • Ability to direct and manage operations of a large fleet of vehicles
  • Knowledge of energy management and vehicle repair and maintenance
  • Ability to manage budget and personnel
  • Ability to coordinate district function Ability to implement policy and procedures
  • Ability to interpret data
  • Strong organizational, communication, and interpersonal skills
  • Valid GA driver's license valid Georgia class B CDL driver's license with S&P endorsement preferred
  • Eligible for Georgia Professional Standards Support Certificate
Preferred:
  • Experience in an environment with contracted transportation services is desired.
  • Valid Georgia class B CDL driver's license with S&P endorsement
ESSENTIAL DUTIES:


Routes and Schedule

  • Prepares and updates bus routes and schedules for all schools in district and develops plan to meet future transportation needs.
  • Coordinates transportation for extracurricular activities and special programs.
  • Responds to after-hours emergency calls as needed.
  • Operates bus and deliver buses to drivers when breakdowns occur.
  • Notifies bus drivers, schools, and public of any changes in bus routes and schedules.

Policy, Reports, and Laws
  • Implements federal and state law, State Board of Education rule, and board policy in transportation area.
  • Compiles, maintains, files, and presents all physical and computerized reports, records, and other documents required in transportation area
  • Implements district's student discipline policies and communicate to students expected behavior when using district transportation.
  • Enforces safety standards that conform with state, federal, and insurance regulations and develop a program of preventive safety.
  • Develops training options and improvement plans to ensure exemplary operation of transportation department.
  • Complies with applicable personnel policies.
  • Prepares data necessary to process transportation payroll.

Vehicle Maintenance and Repair

  • Directs repair of all district-owned vehicles and oversees plans for preventive maintenance.
  • Processes vehicle repair requests and prioritize work orders.
  • Contract for services that cannot be performed in shop.
  • Monitors fuel deliveries and distribution.

Budget and Inventory
  • Compiles budgets and cost estimates based on documented program needs.
  • Administers transportation budget and ensure that programs are cost-effective and that funds are managed wisely.
  • Initiates purchases and bids in accordance with budgetary limitations and district policies.
  • Maintains current inventory of supplies and parts to avoid ordering delays.
  • Approves and forwards invoices for transportation to accounting department.
  • Recommends disposal of obsolete or worn out vehicles and equipment.
  • Recommends purchase of vehicles as necessary.

Personnel

  • Assigns bus drivers to routes and find substitutes as needed.
  • Recruits, trains, supervises and evaluates all transportation personnel and make sound recommendations about placement, assignment, retention, discipline, and dismissal.
  • Prepares, processed, and maintains all documents required to verify safety certification and alcohol and drug testing of bus drivers.
  • Prepares, reviews, and revises transportation department job descriptions.
  • Evaluates employee job performance to ensure effectiveness.
  • Provide managerial direction and control of departmental activities, plans, directs and reviews the activities and operations of the department; provide leadership and supervise directly and through subordinate supervisors all department staff
  • Develop and implement the department's personnel human resources plan, including recruiting, developing and retaining staff; evaluating and counseling staff; and providing opportunities for growth and professional development at all levels of the department.
  • Develop goals, objectives, policies, regulations and practices to provide safe and efficient student transportation services.
  • Prepare and effectively deliver presentations to the Board of Education, Cabinet members, community groups and staff as necessary.
  • Develop, track and analyze key performance indicators to foster an atmosphere of continuous improvement that align with SCCPSS' District Accountability System (DAS).
  • Plan for the accommodation of significant future student growth and its impact on department resources.
  • Plan, supervise and evaluate the work of professionals and administrators; conduct program assessment and evaluations.

Safety
  • Advises administration about inclement weather conditions that may result in the closing of schools or road hazards.
  • Helps with gathering information in investigations of school bus accidents and student safety violations.
  • Helps organize and conduct training programs to promote a safe work environment.
  • Ensures that transportation equipment is in excellent operating condition.
  • Performs disaster duty as needed (hurricanes, etc.)

Supervisory Responsibilities
  • Supervise and evaluate performance of shop foreman, dispatcher, parts manger, bus drivers, bus monitors, and transportation secretary.

Other Areas

  • Attends and makes presentations at conferences and school board meetings to discuss innovations and problems in transportation.
  • Attends professional growth activities to keep abreast of innovative techniques in transportation.
  • Maintains good rapport with parents and community.
  • Other duties as assigned.

TERMS OF EMPLOYMENT
Incumbents will be considered "at will." Appropriate pay will be determined based on the Grade as determined by Human Resources and allowable experience. The work calendar will be 250 days. A-2, EXEMPT.
