Job Description:

Job Title: Superintendent of Schools

Supervised by: Board of School Commissioners

Supervision Responsibilities: District Directors and Principals

PRIMARY FUNCTION:

The Superintendent of Schools is the chief executive officer of the Burlington School District and is directly responsible for fulfilling the duties of a superintendent, as outlined in Vermont State Statute: Title 16, Chapter 5, § 242; and per Section 172 of the City of Burlington City Charter, to the Board of School Commissioners for the execution of all of its policies. The Superintendent is responsible to the School Board for the planning, organization, and management of the School District.

ESSENTIAL ROLES AND RESPONSIBILITIES:
  • Assist the Board as necessary/appropriate in meeting its collective bargaining obligations with the District's certified/recognized bargaining units.
  • Coordinate regularly with the District's legal counsel to insure compliance with applicable laws, regulations and policies and to achieve best practices with respect to its business operations.
  • Provide timely and accurate information as appropriately requested by Vermont's Secretary of the Agency of Education or designee.
  • Attend, or his/her designee will attend, all regular and special meetings of the Board, except those in which his/her appointment, effectiveness, contract, and salary are under consideration. The Superintendent may attend the above meetings at the pleasure of the Board.
  • Advise, assist and inform the Board on rules, procedures, and policies deemed desirable for the Board to adopt.
  • Meet periodically with professional staff, students, and lay groups concerning the school program and transmit to the Board suggestions gained from such meetings.
  • Organize and supervise the selection, assignment, transfer, evaluation, and dismissal of all personnel and prepare compensation recommendations for Board review. The Board will approve the appointment of all professional (certified) staff positions, and Directors of the school district based upon the recommendations of the Superintendent.
  • Coordinate the formulation and interpretation of the District's educational philosophy, goals, policies, and programs.
  • Conduct continuous evaluation of the schools' operations and furnish the Board and community with reliable information concerning the achievements and requirements of the schools and students.
  • Direct the preparation of an annual budget, showing the receipts and disbursements necessary to cover the needs of the District for the ensuing fiscal year and submit this estimate to the Board for action.
  • Exercise leadership in directing studies of sites and buildings, taking into consideration the population trends and the educational and cultural needs of the District to ensure timely decisions by the Board and electorate regarding construction and renovation projects.
  • Represent the District in dealing with other schools, supervisory unions, and districts, social institutions, business firms, government agencies, and the general public.
  • Report regularly to the Board on the general conditions and operation of the schools and make such reports as are requested by the Board or required by the State Board of Education and/or State law.
  • Be accountable for the faithful execution of all School District responsibilities as specified in contracts with employees, employee groups, and suppliers of goods and services, and advise the Board accordingly.
  • Foster and maintain the best possible image of the School Department through effective communications with the faculty and staff, members of the community, area services groups, news media, and public officials.
  • Ensure accurate job descriptions are on file for administrators, teachers and other staff.
  • Be responsible for the administration of instruction and business affairs with the assistance of appropriate staff.

OTHER DUTIES AND RESPONSIBILITIES:
  • Maintain character and personality that instills confidence and respect of students, parents, and colleagues.
  • Demonstrate commitment towards professional growth and educational achievement for all students within the Burlington School District.

REQUIRED QUALIFICATIONS:
  • Certified as a superintendent of schools under Vermont Certification Regulations.
  • Master's degree in Public School Administration.
  • Demonstrated competence in instruction and the ability to integrate language objectives for multilevel curricula.
  • A minimum of five (5) years experience in public school administration.
  • Proficient in the use of technology including the use of computer software and applications for increased productivity and collaboration such as Google's G-Suite and Microsoft office 365 including G-Suite's Gmail, Google Drive, Calendar, Sheets, Dropbox, and Google Classroom plus the use of Microsoft Word, PowerPoint, Excel, and OneNote for word processing, spreadsheets, email, and internet.
  • Familiar with laws and regulations governing education in Vermont.
  • Must be a resident of the City of Burlington, per City charter.
  • Such alternatives to the above qualifications as the Board of Directors may find appropriate and acceptable.
  • Exceptional communication skills.
  • Excellent knowledge of instructional practice and instructional leadership.

CONDITIONS OF EMPLOYMENT:
  • Must possess a private vehicle, valid driver's license and carry current automobile insurance with at least minimum coverage for public liability and property damage.
  • Satisfactory background checks and Fingerprint clearance by both the Federal Bureau of Investigation and the Vermont Criminal Information Center is a condition of appointment after all other required job conditions have been met.
  • Satisfactory background checks from the Agency of Human Services' Vermont's Adult and Child Protection Registry.
  • This position is overtime exempt and will require attendance to the school district and community events outside of an average workweek schedule.
  • Residency requirement within the City of Burlington

ENVIRONMENTAL WORKING CONDITIONS:
  • The work environment is a regular office, classroom or other school settings.
  • Frequent traveling within and without the District.
  • Air-conditioned and non-air-conditioned buildings.
  • Occasional exposure to weather extremes.
  • Ability to tolerate extremes in noise levels.
  • Ability to tolerate stressful situations and maintain proper decorum.

EVALUATION:

Evaluation of performance will be annually and shall be based on the ability and effectiveness in carrying out the above responsibilities by the Board of School Commissioners, in accordance with procedures established by the Board Policies.

TERMS OF EMPLOYMENT:
  • Days per year as established by agreement.
  • Salary established by the Board of School Commissioners.
