POSITION SUMMARY:

Atlanta Public Schools (APS) strategic plan outlines ambitious goals to recruit and retain the best talent at APS, and continually recognize and compensate staff so that every student will graduate ready for college and career. The HR Data Strategist is responsible for leading and collaborating with district and school-based staff in the effective use of data as related to the district's strategic plan and talent management goals. The position primarily works within the human resources functional areas of talent management, employee relations, and HR services to better utilize data for decision making. The position also works collaboratively to provide school leaders and district teams with workforce analytics and critical information to improve their talent processes, develop systems and tools to improve the end user experience for all HR data consumers across the district, and improve the district's access to quality employee data.

ESSENTIAL DUTIES:
  1. Develop and apply HR data tools in a strategic and intentional way; primarily utilizing the following HR information systems: Lawson S3, Infor Global HR, Infinite Campus student information system, SearchSoft applicant tracking system, talent data warehouse (via Amazon web services.)
  2. Guide HR department leadership in strategic planning by grounding decision-making in outcome data, and setting goals and selecting appropriate measures to monitor progress of talent management initiatives.
  3. Assist CHRO in communicating talent management metrics and outcomes to internal and external stakeholders.
  4. Coordinate with APS' Data & Information Group (DIG) in developing and maintaining strategic plan scorecards/dashboards and analysis involving employee data, particularly with regard to data quality.
  5. Assist the principals and central office staff in analyzing relevant talent data regarding teacher quality, turnover, absenteeism, engagement, and other significant levers in improving workforce excellence.
  6. Enhance principals' abilities to effectively and efficiently manage talent within their school by providing timely, critical data in the talent dashboard that will allow principals to more effectively manage talent management issues within their schools.
  7. In collaboration with HR leadership, evaluate effectiveness of all talent investments and programs (e.g. new hire orientation, recruitment, compensation, performance management, etc.)
  8. Serves as a subject matter expert as it relates to talent management data analysis, visualization, application, and interpretation.
  9. Develop, monitor, analyze and produce reports related to HR department's Key Performance Indicators (KPI's).
  10. Identify and report gaps in HR talent management data collection methodologies and work collectively with other departments to implement process improvements to fill identified gaps.
  11. Assist in the preparation of executive-level presentations and status updates.
  12. Analyze local data and study current educational research to guide the district's talent management strategy.
  13. Participate in local, state and national organizations and maintain a high level of expertise.
  14. Perform additional data analyses as requested by senior leadership and other APS departments.
  15. Performs other duties as assigned by appropriate administrator.
  16. Required to attend scheduled shift during regular business hours as mandated.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of critical issues in education and understanding of educator performance data
  • Ability to communicate effectively across mediums to a range of internal and external audiences
  • Ability to communicate data and methodological details clearly and accurately to non-technical audiences orally and in writing
  • Strong analytic and data management skills, including the ability to combine complex data sets, identify and conduct appropriate analyses
  • Strategic thinker able to generate actionable insights and make recommendations to HR leaders to improve talent management practices
  • A wide knowledge and understanding of data collection methodologies, analysis, principles, and techniques
  • Excellent report writing, analytical and project management skills, with a good attention to detail.
  • Ability to build trusting relationships and function effectively with internal departments, external partners, district leaders, and school-based staff.
  • Ability to surface insight and learnings from multiple data sources and share them in concise, effective and ready-to-use formats
  • Understand organizational structure, functional areas and priorities and how to work within them to achieve talent division goals
  • Proficiency in Stata, R, Python or some other statistical programming language; Tableau; Redshift, Aginity, DataGrip, Amazon Web Services, AWS S3
  • Proficiency in the Microsoft Office suite of products, especially Excel


Requirements :

EDUCATION:
  • Bachelor's degree from an accredited college or university in Computer Science, Business, Education, or related field of study.

WORK EXPERIENCE:
  • Three (3) years of work experience in the education or quantitative science field
  • Experience working in a fast-paced, collaborative team structure
  • Two (2) years of direct experience using Microsoft SQL Server 2005/2008 Business Intelligence tools (SSIS, SSAS, and SSRS) and/or AWS(Amazon Web Services) cloud computing
  • Experience analyzing, designing and implementing user interfaces (i.e., reports and dashboards).

Salary Grade: 133

Salary Range: FY'20 APS Salary Schedule (All Positions)
