SENIOR ANALYST, PROGRAM EVALUATION

Salary Range: $63,852- $77,316

Essential Functions and Objectives:

Responsible for performing advanced technical analysis to solve business problems using advanced methods. Provides information that may inform the district on key decision-making for priorities and project work cross functionally. Administers updates to procedures, improvements, and reporting within district wide systems and platforms.

The Program Evaluation Senior Analyst will engage with district and department leaders to evaluate programs, including logic model development, measurement development, identification of leading and lagging indicators, implementation evaluation, and quantification of impact on student outcomes. The Senior analyst will make clear recommendations to maximize impact.

- Researches and applies analytical methods to solve complex problems. Analyze systems, programs, datasets and reports, to assess the efficacy of district programs, processes, procedures, goals and objectives. Create metrics, examine data, interpret findings and extract insights.

- Applies established research and evaluation designs to assess program impact. Monitor and determine the impact of industry developments; determine data collection requirements, and devleop measures as appropriate; tracks and maintains results; studies data and reports results.

- Maintains proactive communication with key internal and external stakeholders; partners with district stakeholder in order to understand root causes and to reveal gaps and areas of improvement. Works closely with functional experts and catalyzes strong collaboration among all resources involved.

- Clearly communicate findings in compelling ways and in clear, easy to understand graphical representation (charts, graphs, etc.) to district-wide audiences, the Board of Education and the general public.

- Use advanced statistical analysis, qualitative analysis, relevant academic research, the development and interpretation of measurement tools (e.g. surveys) to conduct deep, district-specific studies, and pursue timely queries from senior leadership.

- Provide managers and leaders with increased capacity to analyze data and communicate data with the goal of supporting DPS priorities and decision-making.

- Maintain both the integrity and confidentiality of all data, research and analyses.

- Assist district and department leaders in organizing and aligning intended short-, medium-, and long-term goals and indicators of success (e.g., logic models, KPI, and evaluation planning).

Knowledge, Experience & Other Qualifications:

- 3+ years of experience in Research or evaluation in education or other social policy.

- Strong attention to detail.

- Effective time management and organizational skills.

- Effective communication skills.

- Work collaboratively with others on a team.

- High degree of integrity in handling confidential information.

- Aptitude for variety and changing expectations and fast-paced environment.

- Knowledge with Microsoft Office products including Word, Excel and Outlook.

- Effectively handle multiple demands and competing deadlines.

- The ability to take responsibility for one's own performance.

- Ability to work in a multi-ethnic and multi-cultural environment with district and school leaders, faculty, staff and students.

- Knowledge of program evaluation best practices, including supporting skills (e.g., data analysis, tool development, logic model design, data gathering) is preferred.

- Ability to present highly technical program evaluation and/or research processes, data and procedures to non-technical audiences is preferred.

- Experience with data cleaning and validation is a plus.

Education Requirements:

- Master's Degree in Public Policy, Economics, Sociology, Psychology (social, cognitive, education), Mathematics, Education, or other related fields.
