Job Summary

Directs and coordinates the District-wide environmental management & services program. Directs, through subordinate administrators, asbestos, lead, HAZMAT, indoor air quality, lead in drinking water and polychlorinated bi-phenyl (PCB) programs. Directs the environmental management aspects of the Capital Improvement Program (CIP). Oversees activities required to control environmental health hazards within schools. Coordinates work projects resolving all asbestos and non-asbestos environmental problems/emergencies, and ensures that workers and employees are properly protected from pollutants and hazardous substances.

Essential Functions
  • Directs, through a subordinate administrator, the operation of School District environmental control programs in asbestos, indoor air quality, drinking water quality, lead, mold, poly-chlorinated biphenyl (PCBs) management, hazardous material management and geotechnical/soil; directs the development of program policies and goals regarding environmental disciplines in School District
  • Directs and coordinates, through a subordinate administrator, all aspects of an environmental management plan for the Capital Improvement Program (CIP); coordinates elements of the environmental management plan with Philadelphia School Improvement Team (PSIT) Project Managers; directs professional consultants to perform environmental impact evaluations in response to designs for new construction/demolition projects; incorporates environmental remediation into CIP project schedules; meets regularly with PSIT Project Managers to determine revisions in scopes of work, schedules, project progress and further action items; attends community meetings related to CIP major remediation/construction projects.
  • Directs, through a subordinate administrator, the work of a technical staff engaged in asbestos abatement and other environmental projects; ensures asbestos work projects remain on schedule and that work projects are completed in accordance with regulations; directs areas to be sealed or closed during the asbestos abatement project; apprises school administrators and district officials of planned projects and ensures asbestos abatement notifications are submitted to regulatory agencies and other parties.
  • Directs, through a subordinate administrator, the execution of all requirements of the US Environmental Protection Agency's Asbestos Hazard Emergency Response Act (AHERA) Program; ensures that all activities are carried out in accordance with the AHERA requirements including 3-year inspections, 6-month re-inspections, periodic surveillance; record keeping; and communication with instructional and non-instructional staff and parents;
  • Directs, through a subordinate administrator, the preparation of specifications for compliance-related projects which are contracted out; schedules the activities of consultants and contractors involved in these projects; reviews daily reports submitted by consultants and test results from laboratories; modifies project schedule as needed; coordinates the stabilization, removal and proper disposal of hazardous materials; oversees the removal and/or installation of underground storage tanks and ensures compliance to regulations.
  • Responds to environmental health inquiries from instructional and non-instructional staff and conducts meetings with union representatives, governmental regulators and consultants to address environmental concerns such as asbestos, indoor air quality, lead in paint and water; contacts professional consulting firms to work on environmental issues associated with specific capital budget projects, investigates environmental conditions of properties which the District may acquire, and provide air monitoring during asbestos abatement projects.
  • Discusses and reviews objectives and goals with subordinate administrators and departmental officials; makes recommendations for new programs or for strengthening existing programs; plans and establishes program goals; enforces and directs the enforcement of rules, regulations and ordinances related to control of environmental hazards in schools.
  • Studies and analyzes various aspects of School District environmental programs to ascertain that work is being carried out in accordance with established standards and program goals; reviews reports submitted by subordinate administrators to ascertain accomplishments, and determine priorities, staffing needs, and budget requirements.
  • Keeps abreast of environmental issues and changes in environmental regulations; reviews and modifies policies and procedures to achieve compliance with laws and regulations; prepares reports identifying areas in which upcoming legislation will necessitate new compliance programs and projects.
  • Prepares the departmental budget and estimates costs for asbestos abatement, containment and disposal of hazardous materials, testing of underground storage tanks, and the testing of water for lead contamination.
  • Serves as the liaison between the District and all local, state and federal environmental management agencies; manages all public relations activities pertaining to environmental issues and apprises the public of the District's environmental policies.

Minimum Requirements
  • Master's degree from an accredited college or university with major coursework in environmental health and
  • Seven years of full-time, paid, professional environmental control experience, at least four of which have been in a supervisory capacity in the field of environmental planning, management and/or control and has included working in the areas of air and hazardous waste management or
  • Bachelor's degree from an accredited college or university with major coursework in environmental health and
  • Nine years of full-time, paid, professional environmental control experience, at least four of which have been in a supervisory capacity in the field of environmental planning, management and/or control and has included working in the areas of air and hazardous waste management.
  • All work experience related to the position must be included on the resume.

Demonstrated knowledge of:
  • environmental laws and regulations governing the air, water,
    toxic substances, and hazardous waste.
  • the current literature and available resources in the area of
    environmental health hazards.
  • principles, practices, current developments and objectives of environmental health programs.
  • major environmental health hazards and their consequences.
  • chemical and biological science applicable to environmental health programs.
  • the current methods used to resolve asbestos and non-asbestos
    environmental problems and improve environmental conditions.
  • the occupational hazards and safety precautions involved in the management of potential environmental hazards.

Knowledge of:
  • principles of public health epidemiology.
  • principles, practices, methods and techniques of project management.
  • supervisory methods and techniques.

Ability to:
  • evaluate data and formulate plans to resolve environmental problems.
  • plan, coordinate and direct the activities of a technical staff engaged in
    monitoring and controlling environmental hazards.
  • communicate effectively, both verbally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information :
This is a 12-month, non-represented role. The salary grade for this position is 4030. Interviews may be conducted to determine how well a candidate meets the established criteria. Please note that not all qualified candidates may be selected for an interview.

Additional factors, including, but not limited to, disciplinary action, ability to follow directions, punctuality, and professional conduct will be considered in the evaluation process.

The selected candidate must have no pending disciplinary action or anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months. In addition, the candidate must have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness within this period of time with the exception of one extended long-term absence)
