RESPONSIBILITIES

SUMMARY: Responsible for the day to day operations of the HIPPY program as stated in the contact between HIPPY USA and Jefferson County Public Schools. Responsible for the supervision of HIPPY paraprofessional, HIPPY reports, maintaining effective partnerships with local elementary schools and families and working with community organizations to provide a network to support the participating families.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Formulate plans and policies for HIPPY to operate within Jeffco and implement HIPPY USA program plan to achieve identified goals and objectives.

Oversee budget and expenditures. Write grant requests for funding. Prepare, maintain, and disseminate reports required by state and district offices. Interpret state and federal policies, and support each of the District's goals for students and families.

Hire, observe, evaluate and supervise staff members working in HIPPY.

Maintain database of HIPPY participant information, achievement results and survey data.

Ensure HIPPY families have equal education opportunities, including timely academic assessment and services for which they are eligible, such as free school lunch, transportation, Special Education, Head Start and Preschool programs, Title I, tutoring, and summer school opportunities.

Collaborate with schools, parents and community to coordinate and offer relevant and effective programming and services that meet the needs of the HIPPY community.

Analyze data, review literature, program results and other relevant information related to educational trends, issues, research to maintain the integrity of the program and ensure quality services for participating adult learners.

Monitor HIPPY program resources; i.e., technology, student and teacher resources, etc.

Collaborate with other departments to develop and disseminate HIPPY information at least three times a year.

Provide professional learning opportunities for staff; i.e., in district, state/national conferences, workshops. Meet with staff on a weekly basis to discuss program goals, training, communication of District and HIPPY USA policies, and role play HIPPY curriculum.

Communicate/collaborate and coordinate with Colorado Department of Education, Colorado Parent and Child Foundation (HIPPY State Office), HIPPY USA (HIPPY National Office), HIPPY funders, other HIPPY programs, and appropriate outside agencies on an ongoing basis.

Maintain a database to track HIPPY enrollment and activities. Complete reports and develop statistics required by funders, HUSA (HIPPY USA, Home Instruction for Parents of Preschool Youngsters, National Office), and the District on program activities.

Perform other duties as assigned.

EXPERIENCE 3-5 years' experience in an instructional role working with preschool aged to elementary level children and their families. Experience with home visitation programs. This could be in an early childhood education or elementary education context. 2 years' experience in a leadership role.

EDUCATION AND TRAINING Bachelor's degree and 3-5 years experience in Early Childhood Education, elementary education, or other related fields.

CERTIFICATES, LICENSES, & REGISTRATIONS Valid Colorado driver's license. National HIPPY Coordinator PreService training certification required; therefore, must attend next scheduled HIPPY USA Pre-service Training after hire date.

SKILLS, KNOWLEDGE, & EQUIPMENT Strong interpersonal communication skills, budgeting, technology, education (early childhood, K-12 adult education. English as a second language, bilingual education and/or working with high risk families), and problem analysis. Knowledge of HIPPY. Expertise in the development and implementation of HIPPY curriculum. Working knowledge of Microsoft Office and web based reporting. Must acquire PeopleSoft training within 12 months of hire. Ability to work effectively and cooperatively with administrators, teachers, parents, and community members. Must have high organizational skills, proven ability to follow through on responsibilities and time lines. Experience in grant writing.

DECISION MAKING Work is assigned by the Coordinator, Family Literacy through written and oral instruction as directly related to contractual agreements from funders and HIPPY USA. This position requires the ability to make decisions regarding information directly related to the HIPPY program and the staff. Work is guided by District policies, Home Visitor manual and funding stipulations. Decision making does not typically involve collaboration with the other individuals/departments. Errors in decision making could result in negativity towards program and the District. Supervisor is only involved in major decision making.

COMMUNITY RELATIONS Position requires daily contact with persons in same work unit/building regarding routine internal matters. Weekly contact with persons in other departments/buildings regarding routine internal matters. Monthly contact with students to maintain relationships, parents to provide a service, general public regarding routine matters and citizen/public organizations to provide a service. Annual contact with vendors/suppliers and applicants regarding routine matters.

SPAN OF CONTROL Directly supervises 12 Paraprofessional employees in the HIPPY program. The coordinator serves as a mentor, provides input to the hiring process, trains, disciplines, terminates employees in program.

EDUCATIONAL DELIVERY Provide direct, on-going support to all HIPPY (Home Instruction for Parents of Preschool Youngsters) Paraprofessionals , including providing support for the mission, goals, targets, and professional growth requirements of all certificated members in regards to HIPPY, AmeriCorps, and other funding agencies. Provide support services for educational technology, educational resources, staff development training, and participating families. Provide direct services for implementation of HIPPY, evaluation of HIPPY Paraprofessionals, and supervision of curriculum delivery and program assessment. The majority of time is spent in direct contact with HIPPY Paraprofessionals and participating families related to issues of student achievement.

COMPLEXITY OF WORK Requires independent judgment; leadership; systemic thinking; conflict reduction and mediation strategies; process design; and creating win-win results. Requires policy interpretation to support the District mission and goals of the Superintendent and the Board of Education, and interpretation of national and state program standards dealing with HIPPY and funder requirements.
