Job Summary

Manages the inspection, reporting and tracking of indoor environmental quality (IEQ) parameters in schools. Coordinates and manages consultants who perform assessment work and data collection in schools. Manages data related to corrective actions in collaboration with other Departments responsible for implementing corrective actions including Maintenance, Facilities and Capital. Conducts proactive and reactive IEQ assessments of schools, including asthma trigger focused inspections. The IEQ Program Manager will develop a healthy schools rubric for school environmental health assessments. Maintains a running IEQ dashboard report that contains each school's environmental health findings, corrective action recommendations, responsible parties for implementation of corrective actions and the status of each action in an electronic format. Provides the Environmental Director with an annual report containing the results of IEQ baseline reports for each school inspected, a healthy school rubric score for each school, an asthma trigger inspection report, biannual six-month surveillance data analysis report as an off shoot of mandated inspections, and a summary of categorical findings in accordance with the US Environmental Protection Agency's Tools for Schools Indoor Air Quality program. Maintains a written IEQ program that will be reviewed annually.

Essential Functions
  • Communicates information in reports and emails, with an attention to detail and urgency that allows for emergency health and safety exposure conditions to be brought to the attention of the appropriate District staff responsible for correcting same; discerns when student/teacher occupied spaces should be restricted from access due to IEQ conditions such as mold or damaged lead based paint that could affect the health of occupants if not immediately addressed.

  • Writes mold, lead based paint and asbestos remediation specifications, including detailed photo logs, a quantification of conditions, and have the knowledge of the most up to date best management practices and regulations for remediation or abatement specifications, including worker protection requirements.
  • Handles all activities associated with the District's IEQ Program including scheduled and unplanned inspections, report writing, communication with other departments to implement corrective actions, tracking corrective actions to completion and communicating with all stakeholders.
  • Manages projects associated with the IEQ Program including Integrated Pest Management work to prevent pests in schools, which are asthma triggers.
  • Oversees the District's IEQ Committee which includes working with the Executive Director of Operations and Maintenance in managing corrective actions through the District's Work Order system.
  • Writes and compiles monthly and quarterly status reports for the Environmental Director to illustrate the progress of measurable IEQ parameters including the number of schools inspected, the number of corrective actions generated in total and in groups by category as per the US EPA's Indoor Air Quality Tools for Schools Program and the number of corrective actions completed or closed out through the District's Work Order System.
  • Develops performance metrics for the Asthma Program to illustrate how interventions are impacting students with asthma.
  • Conducts monthly or quarterly Asthma Committee meetings with District staff and expert stakeholders from local universities, hospitals, government and nonprofits.

Additional Functions
  • Performs related work as required.
  • Performs evaluations of consultants who support the IEQ Program and makes decisions regarding the need to decrease or increase the number of individuals included in collaboration with the District for IEQ efforts.
  • Reviews the results of data gathering efforts, including reviewing the IEQ data collected by regulatory mandated environmental inspections that are conducted biannually.
  • Conducts school visits and gathers information to support all initiatives in the IEQ Program.
  • Makes written responses to requests from stakeholders, collaborators and District staff in regards to questions about the IEQ Program.
  • Reviews the written IEQ Program annually.

Minimum Requirements
  • Bachelor's degree from an accredited college or university in the field of industrial hygiene, engineering, biology, environmental science or a related field.
  • Five years of fulltime, paid, professional experience in indoor environmental quality, building science and environmental health experience, two of which have involved supervising and coordinating at large School District(s) using the US Environmental Protection Agency's Indoor Air Quality Tools for Schools guidelines and the US Centers for Disease Control and Prevention National Institute for Occupational Safety and Health Dampness and Mold Assessment guidelines
  • All work experience related to the position must be included on the resume.

Knowledge, Skills and Abilities

Demonstrated knowledge of:
    • industrial hygiene, building science, blue print engineering and architectural drawings and schematics and environmental regulations.
    • the current literature and available resources in the area of IEQ and building science.
    • supervisory methods and techniques.
    • training and experience in the area of assessing heating, ventilation and air-conditioning (HVAC) mechanical systems.
    • dampness and mold remediation specification writing.
    • chemical management, integrated pest management and point source contaminant identification and abatement in schools.

Demonstrated ability to :
  • plan, coordinate, and direct the activities and those involved with the IEQ Program.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.

SPECIAL MEDICAL REQUIREMENTS
  • Before a candidate can be employed for this position, he/she must successfully pass a physical examination as legally required by the regulations of the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA) and the Commonwealth of Pennsylvania.

Certificates/Licenses
  • Possession of a proper class license valid to operate a motor vehicle in the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment.
  • Possession of a valid EPA approved Asbestos Worker/Supervisor Certificate within one year of employment.
  • Possession of a valid Asbestos Worker/Supervisor license as issued by the Commonwealth of Pennsylvania and the City of Philadelphia within one year of employment.
  • Possession of a valid EPA approved Building Inspector and Project Designer certificate.
  • Possession of a valid Asbestos Building Inspector and Asbestos Investigator license as issued by the Commonwealth of Pennsylvania and the City of Philadelphia.


Additional Job Information :
This is a 12-month, non-represented position. The salary grade for this role is 4026. Interviews may be conducted to determine how well a candidate meets the established criteria. Please note that not all qualified candidates may be selected for an interview.

Additional factors, including, but not limited to, disciplinary action, ability to follow directions, punctuality, and professional conduct will be considered in the evaluation process.

The selected candidate must have no pending disciplinary action or anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months. In addition, the candidate must have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness within this period of time with the exception of one extended long-term absence)
