SUMMARY Under general supervision, designs and implements business process changes to drive greater productivity and efficiency; manages IT staff and activities of the IT Project Management Office and overall IT Department Operations; works with stakeholders, and leads initiatives to meet the district goals and priorities, customer service and technology needs of all MPS staff and students. .

Essential duties and responsibilities may include, but are not limited to, the following:

  • Directs and manages the overall IT Department operations and financial activities. Directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of assigned staff; undertakes disciplinary action as required; conducts performance evaluations.
  • Provides strategic management and decision-making related to district-wide technology initiatives, department budget, and process and systems improvement, and alignment with district goals and priorities.
  • Develops and manages vendor relations, prepares and reviews contracts, and participates in the selection and negotiation of vendors.
  • Oversees financial management activities including tracking and analyzing budget of department, preparing annual budget operating projections and scenarios, and project cost estimating.
  • Prepares of a variety of narrative and statistical reports, records, and files related to assigned activities, initiatives, projects, and personnel. Presents complex analytical findings in a clear, concise, and impactful manner.
  • Manages department communications, prepares districtwide communications, and communicates appropriately at all levels of the organization; this includes written and verbal communications as well as visualizations.
  • Leads cross-departmental Governance committees comprised of various cabinet members, subject matter experts, and IT personnel.
  • Manages various teams to implement technology projects and process solutions that satisfy business requirements.
  • Act as liaison to gather business requirements, and convey business needs to IT technical teams; drives business processes improvement through work flow automation, system modernization, and technology initiatives.
  • Maintains currency on industry trends and evolving research on technology and information systems topics and issues.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines:
Bachelor's Degree in Information Technology, Computer Science, or related field; AND five (5) years of professional experience in information systems management; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:
  • Problem-solving techniques, personal computer hardware and software applications and computerized equipment capabilities.
  • Principles and techniques for evaluation of work processes for new or upgraded computer applications.
  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Project management principles and practices.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Principles and practices of project management.
  • Applicable policies, procedures and regulations covering specific areas of assignment.
  • Principles of record keeping and records management.
  • Personal computers utilizing standard and specialized software applications.

Skill in:
  • Managing a variety of IT projects and coordinating project resources.
  • Training others in policies and procedures related to the work.
  • Conducting complex resolutions to various computer problems, analyzing procedures, applications, and/or problems and making sound recommendations for new applications.
  • Reviewing and analyzing computer customer training needs and developing effective solutions.
  • Managing multiple, concurrent and conflicting priorities and deadlines.
  • Preparing clear and concise reports, procedures, documentation and other written materials; maintaining organized and accurate records of work performed.
  • Use of personal computers, office productivity software, report writing software and basic office equipment.
  • Establishing and maintaining effective working relationships with co-workers and clients.
  • Communicating effectively in verbal and written forms.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Driver's License may be required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
