JOB DESCRIPTION

Niles Township High School District 219

POSITION TITLE: Director of Operations

REPORTS TO: Assistant Superintendent for Business/CSBO

SUPERVISES: Director of Buildings and Grounds at each campus and Purchasing staff. May supervise and evaluate certified staff.

POSITION SUMMARY: The Director of Operations is charged with overseeing district operational issues as related to facilities, contracts, construction projects and assisting the Assistant Superintendent for Business/CSBO in enforcing and applying Board of Education policies, goals, and Illinois School Code provisions regarding the facilities management of the school district.

MINIMUM QUALIFICATIONS:

  1. A minimum of five (5) years of experience managing school construction projects with a total value of over $50 Million is required. 
  2. Knowledge of Building Codes, HVAC, Building Automation Systems, Roofing, and Asbestos Abatement is required.
  3. Bachelor’s degree in a related field from an accredited college or university is required
  4. Chief School Business Official endorsement is preferred.
  5. Appropriate and acceptable alternatives to these qualifications may be made by the Board of Education.

REQUIRED SKILLS:

  1. Ability to operate spreadsheet, word processing, and presentation software.
  2. Ability to develop effective working relationships with students, staff, governmental agencies, and the school community
  3. Ability to communicate clearly and concisely, both orally and in writing.
  4. Ability to comprehend both oral and written instructions to carry out complex tasks
  5. Ability to read and interpret documents, including blueprints.
  6. Ability to write complex reports and correspondence.
  7. Ability to speak effectively before staff and at public meetings.
  8. Ability to deal with problems involving several variables in standardized and non-standard situations.

POSITION OBJECTIVE: To assist the Assistant Superintendent for Business in administering the District operations and facilities.

 

PERFORMANCE RESPONSIBILITIES:
Coordinates activities essential to daily operations of District 219

Essential Duties

  • Contract management/bidding for outsourced cleaning/maintenance, clerical, food service, security, and transportation.
  • Planning and development of capital projects.
  • Work directly with each Facilities Manager in preparation and monitoring of of annual Operations and Maintenance budgets.
  • Performs personnel functions for each Facilities Manager for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives within budget
  • Contributes to strategic planning by evaluating and projecting future facility needs and proposing options to achieve objectives.
  • Supervises all district purchasing activities.
  • Assists Assistant Superintendent for Business/CSBO with Freedom of Information Act (FOIA) Requests.
  • Works directly with each Director of Buildings in preparation and monitoring of annual Operations and Maintenance budgets.
  • Manages District insurance programs.
  • Manages District Crisis Team.
  • Conducts annual performance evaluations for each Facilities Manager
  • Attend Facilities Committee, Finance Committee and Board of Education meetings as assigned.
  • Continuously monitor eProcurement System for vendor contracts and resources (Bid-Buy)

 

Coordinates development and administration of district construction projects

Essential Duties

  • Works with Assistant Superintendent for Business/CSBO in the selection of District Architect and Construction Management Company
  • Works with Architect and Construction Management Company to develop a five (5) year capital plan list of projects and budget requirements to maintain district facilities.
  • Monitors construction budget and ensures projects are on-time and within budget.
  • Serves as owner’s representative at weekly construction meetings.
  • Reviews and approves bid specifications developed by Architect and Construction Management Company.
  • Monitors work performed by construction trades and construction management company to ensure conformance with bid specifications.
  • Reviews and approves construction change orders and invoices.
  • Serves as District 219 liaison with the Villages of Skokie, Lincolnwood, Niles, and Morton Grove for Planning, Zoning, and Fire requirements to obtain building permits.
  • Assists the Assistant Superintendent for Business/CSBO with the development of agenda items and supporting documents for Facilities Committee Meetings
  • Other duties as assigned by the Board of Education.

 

Performs other duties as needed

  • Participate in local, regional, state and national professional/educational organizations to stay abreast of school facility related issues

TERMS OF EMPLOYMENT: 260 days, with comprehensive benefits package
