    JOB TITLE : Specialist, Community School Program

    REPORTS TO : Director, Student Support Services

    DEFINITION : Lead the development, implementation and evaluation of the community schools' program to ensure alignment with school, district and state missions. Support community school liaisons with engaging and supporting families, securing and maintaining community partnerships, integrating eligible services into the school community and ensuring that students are participating. The specialist ensures that the community schools programs support and align with the system-wide goals, standards, and priorities identified in the Blueprint 2.0. Performs other duties as assigned.

    EXAMPLES OF ESSENTIAL DUTIES :
    • Provides leadership for the development of the community schools program plan, conducts need assessments and data gathering for planning, involves community partners in training and planning, and educates community partners on project responsibilities and procedures.
    • Assures fiscal accountability by applying effective practices in planning, budgeting, controlling, and assessing the use of budget and grant funds.
    • Provides leadership in the development of a strategic plan that reflects the priorities of multiple stakeholder groups/partners.
    • Works closely with community school liaisons in organizing, training, and developing parent leaders and connects them with school decision-making.
    • Supports community school liaisons with establishing ongoing relationships with community organizations, community members, and businesses to increase their involvement and maximize community contributions for school effectiveness; develop relationships with community organizations that provide needed family services.
    • Identifies resources in the community that address the needs of families within the school community, and communicates directly with families about those resources, as needed.
    • Develops an asset and needs assessments for identified schools that includes feedback from a broad cross-section of stakeholders (students, staff, families, service providers, partners, neighborhoods).
    • Ensures alignment and integration of all programming with the school's vision and plan to the fullest extent possible. Communicates the community school vision and mission to parents, staff, students and community.
    • Plans and coordinates staff development activities for community school liaisons.
    • Supports the evaluation of the community school through timely submission of reports and data collection with support from the Community Superintendent and Executive Director.
    • Develops, coordinates, and participates in various system wide committees, workshops, study projects, and system initiatives in order to express and include, as appropriate, community schools.
    • Develops the necessary action plans and agreements that will allow partners to deliver high quality services. Facilitates regular partner meetings.
    • Cultivates partnerships with other offices throughout the system to co-sponsor projects, which support the interests of community schools.
    • Supports any grants or contracting processes for services required to fulfill the community school strategic plan.
    • Works to coordinate and align Baltimore County interrelated services at the school.
    • Performs other duties as required.


    MINIMUM QUALIFICATIONS :

    Education, Training and Experience :
    • Graduation from an accredited college or university with a master's degree in social work; plus three years' experience in social work to include progressively responsible leadership experience.
    OR
    • Graduation from an accredited college or university with a master's degree; plus three years of successful teaching experience and/or school related social service or community development experience.

    Licenses and Certificates :
    • Possession of, or eligibility for, a Maryland Social Worker Certificate. Possession of a Social Worker license issued by the Maryland State Board of Social Work Examiners.
    OR
    • Possession of, or eligibility for, a Maryland Advanced Professional Certificate with an Administrator I endorsement.

    • Knowledge of current research-based curricular and instructional practices.
    • Demonstration of skill, experience, content knowledge, and pedagogy in instruction.
    • Demonstration of skill and experience in data analysis and strategic planning.
    • Demonstrated success in incorporating assessment requirements into classroom instruction.
    • Demonstration of strong leadership, management, organization, communication, and human relations skills.
    • Demonstration of strong knowledge and skill in computer/educational technology.
    • Demonstration of strong oral and written communication skills.
    • Ability to appropriately maintain confidential information.
    • Must be able to work independently with minimum oversight and demonstrate attention to detail, accuracy and quality awareness.

    PHYSICAL AND ENVIRONMENTAL CONDITIONS :
    The work of this class is generally performed in a school environment. Work may require the ability to move around the school and classroom. Occasional travel throughout the county and state.

    CONDITIONS OF EMPLOYMENT :
    The position is an annual appointment that is reviewed for reassignment at the end of each school year. Requires the ability to work a flexible schedule as needed to meet the needs of the school community. Requires attendance at after-school and evening meetings and events.

    SALARY: Grade 8 on the BCPS CASE 12-month pay scale $80,475 - $117,237.

    This position is eligible for membership in the Maryland State Retirement System.

    Pre-Employment Requirements:
    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to contract signing.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • Additional job verification will be required for salary credit.
