Job Summary
Oversees the planning, development and implementation of special projects and initiatives. Work involves meetings with clients to discuss their needs and documenting business rules for various projects and/or identifying and implementing professional learning with central offices, schools and community partners. Ensures that actions are strategic and include a plan on the evaluation of progress. Project oversight activities may additionally include coordination of support activities inclusive of training, outreach, and community relations. Ensures that data pertaining to programmatic activities is systematically collected, reviewed and analyzed.
Essential Functions
All Specialties
  • Develops strategies for appropriate scopes of work.
  • Participates or directs contract negotiation and/or preparation.
  • Plans and manages timelines, and monitors progress of various projects and work streams; provides progress updates to project leads.
  • Works with selected teams on specific aspects of meeting project goals in a timely manner.
  • Prepares, manages, audits, and maintains direct responsibly for project budgets.
  • Prepares reports related to project status and projections.
  • Directly supervises project or department staff as required.
  • Develops and builds good communications and relationships between Facilities, Information Technology, Teacher Effectiveness, the Chief Academic Support Office or the Office of College and Career Readiness and central offices and schools.
  • Participates in confidential and/or sensitive matters and/or projects at every level of the enterprise.
  • Works with in setting priorities for the completion of requested services.
  • Participates in organizational planning within Facilities, Transportation, Information Technology, Teacher Effectiveness, the Chief Academic Support Office or the Office of College and Career Readiness, Office of Leadership Development & Evaluation and other departmental offices.
  • Assists in various Facilities, Transportation, Information Technology, Teacher Effectiveness, Chief Academic Support Office or the Office of College and Career Readiness, Office of Leadership Development & Evaluation and other departmental office projects when needed.
Additional Functions for the Leadership Development & Evaluation specialty
  • Leads the design and implementation of the District's leadership competency model and aligned career pathways through the comprehensive review and evaluation of systems; identifying and prioritizing recommendations; developing implementation plans; defining measurable outcomes; determining resource requirements and developing timelines for the completion of tasks.
  • Organizes and facilitates a variety of leadership partnerships, including coordinating opportunities offered by external partners that align with the Pennsylvania Framework for Leadership and the District's leadership competencies and pathways.
  • Collaborates with leadership teams and leaders' supervisors and ensures that techniques, curriculum and methods are consistent with District competencies/pathways, goals and objectives.
  • Serves as a key resource ensuring that the operational requirements and/or recommendations related to leadership competencies, pathways and partnerships receive timely and appropriate attention, leadership and action.
  • Responsible for maintaining an inventory of partnerships related to leadership development.
  • Makes recommendations to the Deputy of Leadership Development & Evaluation and other district executives when appropriate.
  • Coordinates the Office of Leadership Development communication and calendar.
  • Actively involved in developing and implementing comprehensive and tactical strategic plans.
  • Works with all offices and schools to ensure any policy, program and/or deliverable clearly and consistently is understood, communicated, and implemented in accordance to the directives of the assigned office and in conjunction with the SDP mission and vision.
  • Evaluates the administrative operations regularly to assess effectiveness and efficiency; periodically meets with staff members to assess the status of business operations; insures departmental goals and objectives are met and makes recommendations for process and/or program modifications as needed.
  • Collects and manages a wide range of program implementation and outcome data.
  • Coordinates and collaborates with all relevant District offices for program effectiveness.
All Specialties
Minimum Requirements
  • Bachelor's degree from an accredited college or university.
  • Six years of full-time, paid, professional, experience in either operations, finance, education, or information technology which has included serving as a team lead or project manager.
OR
  • Any equivalent combination of training and experience determined to be acceptable by the Office of Talent.

Additional Job Information: This is a 12-month, non-represented position. The salary grade for this role is 4028. Interviews may be conducted to determine how well a candidate meets the established criteria. Please note that not all qualified candidates may be selected for an interview.
