Department Description:

Under the Career and Technical Education Supervisor, the Instructional Specialist is responsible for assisting in the monitoring of department programs and initiatives and executing administrative responsibilities, as required. The Instructional Specialist assists the Career and Technical Education Supervisor in developing an aligned curriculum document for the Information, Technology and Computer Science Programs, and providing professional development for teachers. The Instructional Specialist will assist in coordinating all facets of curriculum and program evaluation for the Information, Technology and Computer Science Programs.

Salary Range: $94,645 - $134,943

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Aids in developing school-based instructional programs for students in grades 9-12;
  • Meets regularly with the advisory board for the Information, Technology and Computer Science Programs;
  • Aids in implementation of Perkins related activities with fidelity;
  • Ensures Information, Technology and Computer Science programs meet all industry standards;
  • Evaluates the design and delivery of research-based instructional programs with career and internship experiences for students at all levels;
  • Conducts assessments, data collection, and analysis of formal and informal data for use in targeting and monitoring the effectiveness of Information, Technology and Computer Science programs;
  • Assists in evaluating instructional materials, textbooks, software and media;
  • Plans, conducts, and/or coordinates professional development for Information, Technology and Computer Science staff;
  • Works with and supports teachers to ensure that the Information, Technology and Computer Science curriculum is followed and ascertains their instructional needs
  • Conducts formal observations of teachers using Framework for Teaching, Institute for Learning Look Fors, and industry tools, as appropriate;
  • Makes presentations within and outside the school system;
  • Maintains statistical data on system assessments, completions and certifications to inform project decisions;
  • Coordinates requests from schools for assistance in working with Information, Technology and Computer Science programs;
  • Oversees industry-based assessments and certification testing;
  • Collects and analyzes Information, Technology and Computer Science programming data and prepares an annual report on the programs;
  • Serves as a liaison to school staff to ensure that the Information, Technology and Computer Science programs are implemented with fidelity and that the programs of study are followed;
  • Assists with and manages curriculum writing for Information, Technology and Computer Science programs to align with MSDE, national standards, and PGCPS requirements;
  • Facilitates coaching and professional development sessions for teachers;
  • Attends and assists with the Information, Technology and Computer Science strategic planning, team meetings, professional development; and
  • Other duties as assigned.


  • Job Requirements:

  • Knowledge of industry standards and MSDE, PGCPS, Information Technology and Computer Science Program curriculum and instruction;
  • Ability to monitor the implementation of the program curriculum and collect feedback to support the continuous improvements of program course instructional guides and academic instructions in schools;
  • Five years experience as a Classroom Teacher;
  • Experience in a career academy program setting or industry experience required;
  • Experience in general educational settings required;
  • Knowledge of current research and trends in careers with special emphasis in curriculum, instruction, career experiences and assessment;
  • Ability to work collaboratively to develop curricular documents and assessments;
  • Ability to work effectively with Classroom Teachers, other Instructional Specialists, and professional organizations in providing rigorous academic experiences for all students;
  • Ability to support recruitment for Information, Technology and Computer Science programs;
  • Experience developing curriculum and assessments aligned with local and Common Core State Standards;
  • Demonstrated expertise in a range of issues and programs relevant to the advancement of Information, Technology and Computer Science programs;
  • Certified in Framework for Teaching observations preferred;
  • Relates positively and interacts effectively with teachers, central office personnel, business partners, and general public;
  • Effective time management, documentation and organizational skills;
  • Demonstrated ability to develop and manage teams; extensive experience working in a team-oriented, collaborative environment;
  • Excellent written, oral, and interpersonal communication skills;
  • Ability to present ideas in business friendly or user friendly language; strong instructional and facilitator skills;
  • Highly self-motivated, self-directed and attention to detail; ability to effectively prioritize and execute tasks under pressure;
  • Experience in collaborative planning and providing professional development;
  • Demonstrated strong leadership and administrative competency; and
  • Proficiency with MS Office Suite (Word, Excel, Power Point).

  • EDUCATION REQUIREMENTS:

    Master's degree from an accredited college or university required with an emphasis in Information Technology and Computer Science and course work in curriculum development preferred. Five (5) years' experience as a Classroom Teacher required.



    CERTIFICATION REQUIREMENTS:

    Advanced Professional Certificate issued by the Maryland State Department of Education; Administrator I Certificate required

    Industry Certification in Microsoft Technology Associate, CompTIA A+, CompTIA Network+, CompTIA Security+, CCENT, CCNA, and CCNA Security (a minimum of one certification required with eligibility to obtain more)

    SUPERVISORY RESPONSIBILITIES:

    No direct supervisory responsibilities.
