General Description

Directs, coordinates and supervises the operations of the Finance, Management and Budget, and Food and Nutrition Services Departments. Performs work independently under general public policies and established budgets; decisions and actions impact the entire system and may require extensive evaluation to determine effect; directs and evaluates administrative and professional staff engaged in supervision at departmental levels; requires extensive judgment and initiative.

Essential Job Functions

  • Coordinates, directs and monitors the division-wide budget preparation and execution processes. This includes all funds and encompasses the Capital Improvement Program (CIP) and Five-Year Plan.
  • Coordinates, directs and monitors division-wide accounting, payroll, grants, risk management and purchasing systems.
  • Coordinates, directs and monitors division Supplemental Retirement Program (SRP) and provides census data and information for all actuarial reports and investment management related to the SRP.
  • Coordinates, directs and monitors the Food and Nutrition Services Department in providing efficient and nutritious breakfast, lunch, dinner and vending programs.
  • Maintains contacts at all organizational levels both inside and outside the school system to execute and explain programs and policies, including contacts on behalf of the school system which may obligate the organization to a course of action; provides direction and coordination for outside consultants involved with purchasing and procurement specifications.
  • Represents the division and/or superintendent at various meetings and functions.
  • Coordinates and councils, task forces and committees; prepares and presents material at School Board meetings.
  • Serves as the staff liaison for the Citizens Budget Advisory Committee (CBAC) and Schools Audit and Finance Committee (AFC).
  • Serves as reviewer and signer on behalf of the division for contracts and agreements.
  • Performs other duties as assigned.

Qualifications

Extensive knowledge of the principles, concepts and methodologies of all aspects of public finance, procurement, budget and accounting. Working knowledge of planning. Extensive administrative and managerial knowledge to plan, organize and direct a complex organization component. Working skill in Microsoft Office applications and integrated database applications. Demonstrated ability to analyze complex data and direct a complex organizational component; to analyze complex data and present to various audiences; to supervise and evaluate others performing professional or administrative work. Demonstrated ability in interpersonal, problem-solving, decision-making and leadership skills; to communicate effectively, both orally and in writing and to manage and work as part of a team to accomplish the mission and goals.

Requirements

Bachelor's degree in business/public administration, finance, education or a related field. Master's degree preferred. Five years of business management or supervision or an equivalent combination ofeducation, training, experience and certifications that demonstrates the ability to perform the dutiesand responsibilities of the position.
