  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: EDUCATIONAL SPECIALIST II
    Education: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area(s) of assignment.
    Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
    Experience Desired: Supervisory work experience, survey development and grant writing, implementation and monitoring of programs at the school, complex, complex area or state level.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Knowledge Desired: American Education, educational leadership, and administration; assessment and evaluation; principles of research; standards-based education; implementing programs to support and prepare students from low social economic status with transition and placement into post-secondary education.
    Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
    Skills/Abilities Desired: Relate and collaborate with others; facilitate and engage others in problem-solving and decision-making processes; effectively work with stakeholders within the Department and the community; manage transitions impacting the Department; operate multimedia equipment and other technology; develop and implement online resources using appropriate tools (such as Sharepoint, Blackboard Collaborate, webinars, and Google Applications); organize/prioritize work and multi-task to maintain an effective work pace under deadlines.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Educational Specialist III of the Career Readiness Section, the Educational Specialist II:
    1. Provides leadership and technical direction in the development and implementation of GEAR UP program initiatives and in the planning and monitoring of the GEAR UP program; evaluates program implementation and recommends improvements in the program and services to ensure conformance to program standards, policies, legal or administrative directions, and state and federal guidelines; maintains administrative and fiscal oversight of the program.
    2. Identifies pre-service and in-service training needs as related to GEAR UP and designs and facilitates staff development programs to improve the expertise of instructional staff in carrying out present and emerging responsibilities.
    3. Keeps abreast of current and significant research and promising educational programs in GEAR UP; keeps abreast of federal policies and/or regulations and complies with requirements; provides guidance and support for the effective delivery of a quality GEAR UP program; coordinates efforts with other stakeholders to ensure accountability and compliance with directives; identifies needs, develops, and provides resources and support for state, district, Complex Area, and schools responsible for the GEAR UP program.
    4. Prepares program plans, annual performance reports, budgets, expenditure plans, contracts, memoranda of agreement, legislative testimonies, memos, and other documents as required. Prepares and presents GEAR UP information, reports and testimony for a wide variety of audiences. Monitors GEAR UP federal and matching funds expenditures and documentation.
    5. Collaborates around tri-level support and provides leadership to district, complex, school and other state office personnel; to community and parent groups; and to others requesting such services pertaining to GEAR UP. Collaborates with other state Educational Specialists and Complex Area teams to build capacity and coordinate activities, resources, and implementation of programs to address the Department's Strategic Plan and priorities.
    6. Serves as a liaison between the Department and other State government agencies, community groups, and professional organizations in the area of GEAR UP. Serves as an active member on the Department's cross-functional teams related to supporting the Department's Strategic Plan and other assigned task related to the GEAR UP program.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $97,202 to $137,596. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $97,202.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
