  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: DISTRICT EDUCATIONAL SPECIALIST II
    Education: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
    Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
    Desirable Experience: Two (2) years of responsible work experience in administration, personnel, or business operations.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods and materials pertinent to one or more subject matters and/or program areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.
    Ability to: Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program area or areas of assignment.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Complex Area Superintendent of the Hana-Lahaina-Lanai-Molokai Complex Area, the District Educational Specialist II:
    1. Plans, organizes, coordinates, monitors and assists HLLM Complex Area personnel through training and support to provide administrators, teachers, and students guidance and support in meeting program compliance.
    2. Assists with the implementation of State Strategic Plan (Student Success, Staff Success, Systems of Success) and meeting the Student Voice, School Design, and Teacher Collaboration as well as the 5 student promises of the Department of Education.
    3. Serves as an advisor/consultant/liaison to the CAS, complex, and schools. Serves as a facilitator, mediator, trainer and support for the complex area in monitoring program initiatives, meeting mandates, compliance and guidelines.
    4. Receives and handles parent complaints to make recommendations to CAS to resolve issues; performs and documents administrative investigations involving allegations of misconduct and violations of laws, rules, policies, procedures and regulations of the Department of Education; assists the CAS and principals in finding solutions to personnel problems that inhibit school improvement/renewal efforts.
    5. Guides and provides technical assistance to school and district administrators in the conduct of investigations related to student and/or personnel misconduct; performs investigations that should not be handled by the school.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $97,202 to $137,596. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $97,202.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
