Job Description :

We are seeking an entrepreneurial self-starter with excellent project management and data analysis skills to join the Talent Office as a Human Resources Business Partner (HRBP). The HRBP will report to the Human Resources Manager and play a critical role in supporting Central Office and citywide departments in the areas of recruitment, compensation, employee relations, talent management, and workforce planning. The HRBP serves a critical role in implementing new and impactful Human Resources programs, policies, and processes for CPS.

Responsibilities:

  • Serve as the primary contact providing human resources generalist support and service to an assigned portfolio of Central Office and Citywide departments
  • Identify, recommend, and implement operational improvements to streamline internal HR processes and increase efficiency
  • Compile workforce reports and perform data analysis related to talent management and workforce reduction
    • Manage layoff process and staff organization analysis for central office, school-based, and citywide staff during annual district-wide budgeting process to ensure the optimization of talent and resources
  • Provide training and support to staff on HR systems including HRIS (PeopleSoft), applicant tracking system (Taleo), and budgeting system (Oracle)
  • Support Talent leadership on additional ad hoc projects as necessary


Recruitment

  • Facilitate the hiring process for an assigned portfolio of Central Office and citywide departments
    • Manage internal and external job postings and assess data to identify and implement recruitment strategies to draw qualified candidates
    • Proactively utilize sourcing techniques (e.g. direct sourcing, internet data mining, search engines, networking, organization partnerships, employee referrals, etc.) to drive candidate flow and fill vacancies
    • Partner with hiring managers to provide additional screening, interview, and candidate assessment support as needed
Employee Relations

  • Partner with the Executive Director and the Office of Employee Engagement to proactively resolve employee relations issues, HR investigations, and disciplinary proceedings
  • Coach and advise managers on staff performance evaluations and processes, performance improvement plans, and conduct talent calibration sessions
  • Aid in the development, design, and implementation of a centralized onboarding/orientation, exit interview and offboarding process for Central Office and Citywide departments


Compensation

  • Participates in the plan design, development, and implementation of compensation programs
    • Manages the high level project planning components related to compensation program revision, development, and/or redesign.
  • Develops, implements, and evaluates compensation policies/programs and pay structures based upon internal equity and external market conditions that support the organization's strategic goals, objectives, and values.
    • Provides analytical expertise, guidance, and interpretation of varied compensation policies to departments across the organization
    • Initiates and leads job analysis and evaluation process, salary survey completion, incentive program administration, and special projects
    • Applies step and lane progression contractual requirements for union and non-union pay programs
    • Audit compensation data to ensure union contractual and regulatory compliance
  • Conducts job evaluation, job pricing, pay structure and market pricing benchmarking and analysis to provide salary recommendations for internal and external candidates.
  • Completes research and analysis of compensation survey data to provide comparisons with peer organizations to ensure CPS' external competitiveness
  • Participates in the development of performance evaluation to guide organizational promotional policy and other HR compensation processes
  • Analyzes and interprets policies, law changes, and procedures to support the development and documenting of HR/compensation procedures to ensure compliance with regulatory requirements.


Qualifications :

Candidates for the position must have a Bachelor's degree from an accredited college or university and minimum of 4+ years of direct human resources experience in a fast-paced work environment. Master's degree preferred. PHR/SPHR and/or SHRM-SCP/SHRM-CP certifications a plus. Knowledge of Taleo Recruiting System and PeopleSoft HRMS preferred.

    Technical HR Acumen - Knowledgeable about state and federal labor, employment, and insurance law. Has a strong regard for confidentiality and employs sound reasoning to make quick determinations.


Residency Requirement:

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date. #LI-AH1
