The Finance and Contract Manager provides financial reporting support, budgeting and administrative support to both the Facilities and Maintenance Departments, and is responsible for the initiation, development, and maintenance of Facilities contracts. This position takes direction from the Director of Facilities and /or Assistant Directors of Facilities.

Support Exempt Salary Schedule, Level 7 (Starting at $73, 310 )

FLSA Status Exempt

Qualifications :
1. Bachelor's degree in Business, Finance, Engineering or related field required.
2. Three (3) or more years of experience in Facilities Management or Construction Management preferred.
3. Contract procurement and contract administration experience preferred.
4. Strong computer skills required.

Residency Requirements : City of Pittsburgh Residency Required

Essential Job Functions :
1. Maintains all electronic accounting data and generates reports pertaining to construction, consultant and maintenance payments.

2. Monitor and track progress as related to construction contract payments.

3. Maintenance of budget and allocation of funds as it pertains to the District Capital Plan.

4. Monitors arbitrage compliance.

5. Provides requested documentation in payment disputes with contractors and consultants.

6. Acts as a liaison between the Budget, Finance, and Facilities Department for purposes but not limited to budget transfers, payment issues, and encumbrance and contract issues.

7. Maintains financial data for the Facilities Division and provides reporting.

8. Works with both the Accounts Payable and Budget Departments to encumber funds needed to expedite contracts.

9. Prepares and enters budget transfers for the Facilities Department.

10. Entering, transcribing, recording, storing, and maintaining information in written and electronic form.

11. Performing day-to-day administrative tasks such as organizing information files, processing contracts, consultant and contractor requisitions, and written communications with all parties involved.

12. The ability and willingness to exhibit competency in the technical areas required in contract procurement, performance bonds, and insurances.

13. Works with the Project Manager of Operations to collect, review, and store official background clearances, substance abuse and payroll documentation as required from consultants and contractors.

14. Distributes information and develops contract document packages for submittal to the PPS Solicitor?s offices for execution of contracts.

15. Performs additional duties as required or assigned by the Chief Operations Officer and/or the Director of Facilities.

16. The ability and willingness to interact and communicate promptly and effectively with all co-workers and stakeholders.

Additional Job Information :
This position is primarily sedentary in nature. Employee will be required to operate computer system for data entry, and have the ability to complete necessary paperwork. This position requires minimum physical effort and not subjected to Occupational Health and Safety risks.

3. Requires considerable concentration and creativity.

4. Subject to stress caused by a changing environment, diversity in the organization, tight deadlines and work load.

5. Considerable amount of phone, e-mail and written correspondence activity.

6. Must maintain a valid Commonwealth of Pennsylvania driver?s license and must maintain a dependable vehicle, including appropriate proof of automobile insurance.
