    POSITION SUMMARY

    Provide various planning, implementation, and management support to the Department of Specialized Learning and Student Services as it relates to the Chief and its office and duties; specifically responsible for contracts, databases, reimbursements, and grant documentations.

    RESPONSIBILITIES
    • Train, direct, and manage support personnel for developing contracts for all Specialized Learning and Student Services including approved private school placements, related services and evaluations, professional development agreements, mediations and corrective action requirements
    • Train, direct, and manage support personnel for the Medicaid administrative claiming process and direct-billing of Medicaid eligible services provided by the district
    • Monitor required Rx, parental consents, RMTS participation, related service logs, and licenses and certifications to ensure compliance with state and federal Medicaid claiming requirements and to maximize district's Medicaid billing
    • Direct and manage state and federal audits related to Medicaid claiming process
    • Develop and maintain training and management of databases to ensure compliance with state and federal requirements including: Medicaid Direct, CT SBCH-CHCF, Maintenance of Effort, documentation required for state and federal special education grants including IDEA, department databases (e.g. OOD placements, agreements, 603s, service contracts, FERPA requests, and shared folders for Department of Specialized Learning and Student Services)
    • Assist Specialized Learning and Student Services Supervisors to create reports using the databases
    • Develop and implement training for teachers and student support services staff for required service logging and data collection in adherence to the district, state, and federal requirements
    • Collaborate with NPS BOE Finance Department regarding all contracts, revenues, and regulations
    • Collaborate with Out-of-District Coordinator regarding budget and contract requirements
    • Assist Specialized Learning and Student Services Supervisors and NPS BOE Finance Department to track and manage high cost services to maximize billing via Finance
    • Develop and manage tracking system for District charge backs for 603s, magnets, charters, and inter-district contracts and collaborate with Finance Department to ensure timely payment and maximized billing.
    • Develop electronic Specialized Learning and Student Services Department forms and make them accessible through shared drive
    • Oversee and update the contents and documents on the district's website for Department of Specialized Learning and Student Support
    • Participate in all relevant district, state, and federal trainings related and incorporate any changes in district, state, and federal requirements
    • Perform other related duties as assigned by the Chief

    QUALIFICATIONS
    • Advanced degree and CT state certification within Special Education, Educational Leadership, or Educational Business Administration
    • Minimum of 5 years of experience in special education administration and supervision
    • In-depth knowledge of IEP Direct, Medicaid Direct, PowerSchool, CT SBCH-CHCF, and CSDE eGrants Management System
    • Bilingual in Spanish is an asset
    • Alternative to the above qualifications as the Superintendent and/or Norwalk Board of Education may find appropriate
