Master's degree in Social Work and must be certified, licensed or eligible for licensing or certification by the State Department of Education.

BASIC FUNCTION/NATURE OF WORK:

The basic function of the CCS Specialist is to support the overall mission of Prince William County Public Schools through collaboration with schools, their students, and families to identify resources and services that will assist students who are experiencing academic difficulties due to factors outside the school setting. The CCS specialist in conjunction with the Prince William County community agencies (Department of Social Services, Court Services Unit, Community Services, Virginia Cooperative Extension) who participate in the CCS Memorandum of Understanding collaborate with school staff to successfully connect CCS participating families with services and resources that will address barriers to educational progress experienced by the students and families. The CCS Specialist functions within a collaborative model emphasizing a continuum of school social work services and community-school-home connections. The CCS Specialist promotes educationally and socially healthy school environments enabling students to achieve increased benefits from their educational experiences and to positively impact their participation in the larger Prince William County community. The CCS Specialist uses direct social work practice interventions to work collaboratively to secure services and resources with identified CCS students and families. The principles of evidenced based practice are utilized to ensure that services yield measurable outcomes that positively influence student learning.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

1. Works collaboratively with all stake holders in providing a world-class education.
2. Supports school based problem solving teams in conducting strengths and needs assessments regarding environmental factors adversely impacting student learning.
3. Works collaboratively to mobilize the resources of the school and community to meet the educational needs of students and families.
4. Coordinates the collaboration, consultation, and intervention for students and their families who are referred to CCS when school based interventions have not yielded positive results or when intensive services are needed due to outside factors that adversely impact educational experiences.
5. Utilizes various assessment tools and techniques to assess the specific cultural, economic, or environmental disadvantages that may be adversely affecting student progress.
6. Assesses referrals to CCS and consults with school personnel, service providers and parents to address barriers to student success.
7. Consults with and refers to the Coordinator for Comprehensive Child Study all student and family referrals for the CCS program when the student attends either middle or high school.
8. Schedules, facilitates and serves as Chair for Comprehensive Child Study meetings at elementary schools with the appropriate school and community professionals ensuring that documentation is complete.
9. Responsible for facilitating the development, implementation, and modifications of a CCS action plan.
10. Provides case management and ongoing follow up with CCS families and their schools.
11. Participates in parent conferences, Child Study, Eligibility, Individual Education Plan (IEP) meetings, functional behavior assessments (FBA's), manifestation determination reviews (MDR's) and threat assessments as deemed appropriate.
12. Assists families in exploring available funding options for needed services. These options may include private insurance, Medicaid, Medicaid Waiver programs, scholarships, Child and Adolescent Services Initiative (CASI), Family Assessment Planning team (FAPT), etc.
13. Works with the CSA office on Harmony ™, FAPT case management and the efficacy of FAPT funded services.
14. Monitors services to CCS participating students and families for effectiveness of concrete and clinical interventions and the resulting educational impact.
15. Assists CCS participating parents in skill development, understanding of school processes and regulations and helps empower the parent in advocating for their child's educational needs.
16. Works in collaboration with all Student Services support personnel to improve access to community-based services.
17. Initiates and supports collaborative CCS and community activities to overcome organizational barriers and gaps in services, such as CCS Community Team and case review meetings.
18. Works to strengthen the relationship between the home, the school and the community to develop programs and effective systems of care based upon an awareness of the reciprocal influences of these environments on student learning.
19. Provides adequate safeguards for the privacy and confidentiality of information are maintained per Prince William County Public School policies regulations, as well as maintains accurate records and documentation of CCS consents and activities.
20. Adheres to the National Association of Social Workers (NASW) Code of Ethics.
21. Abides by current federal and state laws in regards to persons with disabilities, child welfare, mental health, confidentiality, and student and parent rights.
22. Maintains knowledge of current trends in assessment, service delivery models, community resources and best practices for CCS Specialist through review of professional journals, books, internet references and participation in professional learning opportunities.
23. Works collaboratively with Student Services, school personnel and community agencies to provide consultation, counseling, intervention, referral and crisis management within the school environment (i.e. substance abuse, attendance, school health nurse, guidance, human relations, violence and suicide prevention).
24. Participates in staff development, division-wide in-services and professional conferences.
