JOB TITLE : Human Resources Supervisor, Staffing

REPORTS TO : Director of Staffing (ESPBC, AFSCME, OPE, and Non-Represented)

DEFINITION : Develops, coordinates, and administers a strategic plan for the Office of Staffing that aligns with and supports the mission of the Division of Human Resources, the Blueprint 2.0 , and the Master Plan. Administers the recruitment, selection, and hiring of non-certificated professional, support, and temporary personnel. Supervises professional and administrative support staff. Serves as a resource to leadership, administrators, office heads, employees, and others regarding personnel matters. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Supervises and directs the recruitment, selection, placement, promotion, transfer, reassignment and other change of status processes of employees. Collaborates with leadership, administrators and supervisors to recruit, select, and assign staff to positions as well support the process to separate temporary and contractual employees.
  • Collaborates with stakeholders and human resources leadership to develop and implement a strategic plan for the Department of Recruitment and Staffing team that aligns with and supports the mission of the Division of Human Resources and system-wide initiatives.
  • Leads, supervises, evaluates, and directs the work of assigned professional and support staff.
  • Plans, administers, and directs a program for the selection and assignment of qualified personnel in assigned areas. Recruits, interviews, screens, refers, and hires qualified applicants. Participates in BCPS recruitment efforts, career fairs, and other related events.
  • Ensures the collection and maintenance of related data and prepares special reports. Administers the Substitute Employee Management System (SEMS). Collaborates to determine effective utilization of human resources and applicant tracking information systems. Serves as liaison with Department of Technology and Business Management Information Systems to address and resolve issues.
  • Coordinates requests for personnel actions which involve employee salary changes. Ensures equity concerning salary and compensation for individual employees.
  • Serves as a resource for executive leadership, school-based administrators, and central office management regarding personnel matters. Interprets and explains personnel policies, regulations, and procedures related to regular and temporary employment to supervisors and employees.
  • Administers provisions of federal and state employment laws and regulations and bargaining unit master agreements as they apply to personnel and related processes. Ensures compliance and evaluates and recommends changes to staffing operating procedures.
  • Administers employee voluntary and involuntary transfer procedures for assigned employee groups. Administers employee status changes such as promotions, demotions, transfers, and separations.
  • Works collaboratively with the Office of Position Management, central offices, and hiring office heads and school administrators to ensure accurate position control in assigned areas of responsibility.
  • Prepares and conducts communications and/or presentations to employees, supervisors, bargaining units, and stakeholders.
  • Serves on various workgroups and committees. Handles special projects as assigned by the Director and/or HR leadership. Coordinates and manages HR departmental projects and initiatives.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education and Training :
  • Graduation from an accredited college or university with a bachelor's degree.
  • Four years of administrative, leadership, or supervisory experience in human resources and/or school leadership.
  • Experience with recruiting, selection and hiring preferred. PHR/SPHR and/or SHRM-CP/SHRM-SCP preferred.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary. Work involves occasional travel to offices, and schools throughout Baltimore County.

CONDITIONS OF EMPLOYMENT :
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights, weekends, and travel.

FLSA : Exempt

SALARY: Grade 09 on the BCPS OPE 12 Month payscale $83,668 - $129,350.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
