The Maryland State Legislature has approved an ambitious capital improvement plan and a 4 - member Memorandum of Understanding (MOU) for Baltimore City Public Schools to overhaul its school facilities over the next ten years. The Manager - Engineering and Operations will ensure construction projects are built in accordance with the State Uniform Building Code, DOE approved plans and specifications and City Schools' design and construction standards. Incumbent to ensure that quality standards are established and enforced during construction and is required to prepare reports concerning on planned or current projects. Manager to ensure that architectural and engineering plans and specifications meet Maryland, Department of Education Rules and Regulations. Be certified Uniform Building Code Inspector (UBCI), and perform the required functions of a Uniform Building Code Inspector.

Essential Functions
  • Works with the Director of Design, and Senior Project Managers to review the educational facilities design specs; participate in the design process to ensure reviews of architectural, engineering, construction plans, and specs meet technical sufficiency; and oversee third parties contracted for the construction of projects under the 21st Century Buildings Plan.
  • Works with a diverse team of inspectors including City Schools team members providing ongoing reviews on projects under construction.
  • Inspects and/or supervises the inspection of school facilities and installation at least weekly with a focus on electrical, to ensure compliance with local, state (SREF - MD State Board of Education Administration Rules), federal regulations and School Board policies.
  • Advises and consults with third party project managers, facilities and maintenance personnel and others regarding reviewing, approving and/or identifying corrective measures needed to bring facilities up to accepted standards.
  • Prepares and maintains operational and inspection records and reports.
  • Reviews and interprets construction related documents.
  • Travels frequently to schools and work sites in the 21 st Century portfolio, as required.
  • Uses effective positive interpersonal communication skills.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.


Maximum Salary 85050.00
Minimum Salary 74550.00
Desired Qualifications
  • Bachelor's Degree in related field. Degree must be from an accredited college or institution. A Master Electrician License from the State of Maryland strongly preferred.
  • Minimum of five years' experience in commercial, healthcare or school construction with a knowledge of maintenance, operations procedures and construction specializing in review of electrical systems.
  • Uniform Building Code Inspector certification attained within one year of employment or as soon as the Department of Education can schedule testing.
  • Work performed at the Journeyman Electrician level.
  • Thorough knowledge of pertinent laws and regulations affecting the safety and health standards of school facilities with considerable knowledge of local school facilities operating requirements, practices and procedures and physical construction norms.
  • Ability to review, supervise, and inspect the work of subcontractors and integrated trades.
  • Ability to perform thorough inspection and investigation work and to write clear, concise and accurate reports.
  • Ability to enforce standards and regulations with firmness and tact while exercising good judgment in evaluating situations and making decisions.
