Supervises the acquisition and disposition of real estate.

Essential Functions
  • Develops and revises SOP for REO and strategies for the organization of the department to ensure timeliness of deliverables and space and use agreements for users.
  • Manages and explores relationships with businesses, government agencies, and other stakeholders regarding the use of City School facilities and fields as well as telecommunication agreements.
  • Negotiates and oversees compliance with terms included in lease agreements and MOUs.
  • Coordinates with internal offices to determine appropriate lease rates, identify lease violations, and calculation of utility true ups.
  • Reviews and approves REO transactions by the real estate agent and office assistant/permit specialist.
  • Represents REO at various internal meetings (21 st Century, COS check-in, closing schools...etc.) and external meetings (Surplus Taskforce).
  • Maintains the policy FKA and Regulation FKA-RA for possible changes and updates.
  • Manages City Schools' property surplus and transfer process and work with Baltimore City Real Estate office to address issues related to all buildings under City School jurisdiction.
  • Resolves complex, sensitive and controversial matters regarding property matters.
  • Attends public meetings to explain and answer questions about the property, appraisal, policies, procedures, and practices.
  • Performs other related duties as assigned.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board's policies and the professional standards.


Maximum Salary 78770.00
Minimum Salary 62733.00
Desired Qualifications
  • Bachelor's degree in related field of stud
  • Two years of experience performing real estate negotiation, brokerage, appraisal, and/or managemen
  • Other equivalent combinations of education and experience which provide the required knowledge, skills, and abilities may be considered.
  • Knowledge of current real estate laws, practices, techniques and proced
  • Knowledge of property values and real estate market and leasing trend
  • Ability to recommend and implement property policies, procedures and stand
  • Ability to establish and maintain effective working relationships with representatives of governmental agencies, property owners, independent appraisers; representatives of other governmental agencies, and the public.
  • Ability to interpret and apply rules, regulations and polici
  • Ability to administer programmatic responsibiliti
  • Excellent verbal and written communication skill
  • Proficient in the knowledge and use of technical computer applications including Microsoft Office.
