The Maryland State Legislature has approved an ambitious capital improvement plan and 4 - member Memorandum of Understanding (MOU) for Baltimore City Public Schools to overhaul its school facilities over the next ten years. The Senior Project Manager will lead the City Schools project management efforts for the 21 st Century Building/Schools portfolio activities. Participates in establishing and executing City Schools' requirements within the budget and schedule set forth by the MOU partners and in coordination with other school district officials, community stakeholders, and MOU partner representatives as required.

Essential Functions
  • Works with the Executive Director, Director of Design, and City Schools team members to review the educational facilities design specs; participate in the design process to ensure reviews of architectural, engineering, construction plans and specifications meet fiscal and technical sufficiency; and oversee third parties contracted for the construction of projects under the 21 st Century Buildings Plan.
  • Serves as approving authority for work through recommendations to the Executive Director, the Board of Commissioners, and others, as required.
  • Ensures the project complies with approved educational specs, current and relevant governing codes, standards and best practices for City Schools, City of Baltimore and the State of Maryland.
  • Supervises professional and support staff in the management of 21 st Century capital projects work related to procurement, construction/renovation, inspection, turnover/closeout/ warranty phase activities.
  • Consults with 21 st Century program project personnel including contractors and technical experts to address design, construction/renovation problems and recommend potential solutions.
  • Conducts regular onsite review of schools under construction to ensure adherence to requirements
  • Work with Director of design to research, formulate, and enforce standards for design, engineering solutions, materials, quality of installation and maintenance of construction of public-school facilities.
  • Participates in financial and resource management administration of the program through providing input into the capital budget formulation process; assist in hiring architects/engineering consultants and other contractors; reviewing and processing payment invoices; ensuring project cost stability; processing change orders; analysis of bids and contractors; tracking and maintaining accurate records of expenditures and commitments for school projects.
  • Supports user and community involvement in City Schools capital facilities projects.
  • Attends progress meetings, create monthly status reports on projects, and prepare presentations for executive, and board reviews.
  • Certifies the completion, commissioning and occupancy of school facilities in accordance with City Schools and State requirements.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board?s policies and the professional standards.

Maximum Salary 107100.00
Minimum Salary 94500.00
Desired Qualifications
  • Bachelor?s degree in engineering, construction management, business management, or a related field. Degree must be from an accredited college or institution.
  • Eight years? practical experience in construction management to include project management for multiple or concurrent facilities projects including a minimum of two years supervisory experience.
  • Possession of a valid Professional Engineer or Architect's license issued by the State of Maryland Board of Professional Engineers and Land Surveyors preferred.
  • Valid class C non-commercial driver's license.
  • Knowledge of educational facilities architecture and engineering design, construction and installation means and methods, including operating and maintenance considerations associated with mechanical, electrical and plumbing systems.
  • Knowledge of integrated IT and other Technology systems.
  • Demonstrated ability to effectively prioritize ongoing and multiple projects to address multiple tasks, technical issues, and address contingencies on simultaneous projects.
  • Demonstrated skills in construction monitoring, resolving conflicts between drawings, specifications, materials, compliance, and related matters
  • Demonstrated in-depth skills at project close-out and building commissioning
  • Demonstrated ability to establish and maintain effective working relationships with consultants, contractors, City Schools personnel and external stakeholders at all levels.
  • Demonstrated experience in public sector competitive procurement processes and policies.
  • Thorough knowledge of applicable building codes and standards, ordinances, and regulations.
  • Proficient skill in the use of personal computers and relevant design and office applications.
  • Good interpersonal, presentation, oral and written communication skills.
  • Experience with Proliance project management software and Primavera or P6 project scheduling software desirable
