BASIC QUALIFICATIONS:

Bachelor's degree from an accredited college or university in business, human resources or related field, or five years of experience in human resources; employee relations experience desired; or any equivalent combination of experience and training that would provide the required knowledge, abilities, and skills:

  • Thorough knowledge of school system policies and regulations.
  • Knowledge of both federal and state employment laws and regulations.
  • Knowledge of and experience with application of the Americans with Disabilities Act (ADA) and related civil rights laws to employees with disabilities, including the interactive accommodations process.
  • Ability to learn and demonstrate knowledge of Virginia Freedom of Information Act.
  • Understanding of confidentiality, privilege and ethical principles applicable to office operations and communications and ability to maintain confidentiality of the same.
  • Ability to prioritize tasks with competing deadlines.
  • Ability to work under pressure and make decisions in accordance with laws, ordinances, policies, regulations, and established procedures.
  • Ability to effectively and clearly communicate orally and in writing to large and small groups, as well as individuals.
  • Ability to work effectively without close supervision.
  • Ability to build and maintain effective working relationships across schools and departments and with diverse employee groups.
  • Skill in the use of a personal computer/Microsoft Office suite of software.
  • Ability to gather and analyze data, compile information and prepare reports.

BASIC FUNCTION/NATURE OF WORK:

This is highly skilled work involving the exercise of judgment and discretion in the Office of Equity and Employee Relations. The work includes assisting employees, responding to Freedom of Information Act (FOIA) requests, processing and responding to ADA requests, subpoenas for employee records, inactive employee file requests, facilitates presentations on ADA requirements and other related employee relations topics, and clerical tasks. The work is performed independently and in a highly sensitive environment.

7.5 hours/day

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

  • Works collaboratively with all stakeholders in Providing a World-Class Education.
  • Provides front line support to employee relations issues.
  • Responds to all inactive employee file review and reproduction requests.
  • Serves as the School Division's FOIA Officer by handling and tracking all requests for public records in accordance with the Virginia Freedom of Information Act.
  • Responds to all subpoenas issued by attorneys and the courts for employee records.
  • Assists with conducting exit interviews and compiling data and reports related to the process.
  • Develops and provides training on employee relations topics.
  • Under the direction of the Equity and Compliance Officer, assists in monitoring complaints and employee investigations throughout the process to include closure and follow-up.
  • Assists Equity and Compliance Officer to coordinate grievance hearings and compiles relevant records for legal counsel.
  • Organizes and maintains document and case files as well as confidential files.
  • Reviews and makes recommendations for changes to PWCS employee policies and regulations.
  • Maintains accurate and appropriate files and records.
  • Responds to all written requests from other school divisions verifying employee conduct.
    Supports Equity and Compliance Officer on all clerical tasks.
  • Provides guidance and assistance to employees and managers to support resolution of employee issues and concerns at the lowest administrative level possible.
  • Keeps abreast of current federal and state employment laws.
  • Works with minimal supervision and within time constraints.
  • Performs other duties as assigned.


SALARY:
Hiring Range: $54,468 - $76,766/year ($29.05 - $40.94/hour)

DAYS: 250

FULL TIME/PART TIME: Full Time
