PURPOSE OF JOB:
The primary responsibility of this position is to keep an accurate accounting of all Special Education budgetary usages, incomes and expenditures while maintaining state and federal guidelines. Also, to understand program audits and the legal authority for an A-128 audit requirement using federal funds. This person must have a working knowledge of state and federal grants, applications and compliance procedures for fund usages, and have an understanding and working knowledge of the KCPS's finance and purchasing departments.
Contribute to department success in reviewing and executing payroll time and attendance, human resources documents, requisitions, purchase orders and effectively discharging all internal control procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide technical assistance and administrative support to the Special Education Director pertaining to budget expenditures, policy development and financial record-keeping activities. Be familiar with state funding processes, including but not limited to DESE and the ePeGs planning and budget tool.
Budget Activities
Work with Director to develop budget for following school year
Monitor the budget.
Monitor outstanding purchase orders,
process receipt of goods and services on-line
Review the general ledger monthly statements of expenditures and keep reconciliation records for the budget
Assist with monitoring department budgets through Alio System and by meeting with Finance personnel to review Budget vs. Actual reports, as required
Gather purchasing needs for the departments; determine available funds, appropriate account codes, and prepare/input the requisitions.
Grants
Follow DESE technical assistant to follow federal finance regulations to meet all due dates.
Prepare FERs for IDEA and ECSE
Forecast trends regarding funding and expenditures for the department.
Determine the availability of funds for Board Docs submissions.
Utilize district on-line purchasing system to pay invoices and order supplies and equipment
Provide technical support as needed
Maintain technical knowledge by attending PD workshops and through accounting publications. Make recommendations to supervisor on ways to improve accounting for department funds.
Maintains integrity of accounting records by keeping information confidential.
Other related duties as assigned
REQUIRED QUALIFICATIONS:
SUPERVISORY RESPONSIBILITIES: No
Bachelor's degree in Accounting or related major
Three (3) years' experience working in a computerized business environment
Knowledge of business systems including procurement, payroll, time and attendance
Proficiency using personal computers and software applications including Windows, Excel, Access, Word, Power Point, etc.
Proficiency in the use of a 10-key calculator
Excellent interpersonal, oral and written communication skills
PREFERRED QUALIFICATIONS:
Five (5) years of experience working in a computerized business environment
