    Position Description

    In partnership with the Human Resources Director, the HRBP/Specialist influences leadership and drives results for all human resource efforts including the planning, implementation and administration of policies, practices, procedures, and programs to ensure uniformity across the district by advising and consulting with all levels of leadership and employees.

    Essential Functions
    • Works in conjunction with HR Director. administrators and staff to ensure WPS' compliance with labor laws, union contracts, and equal employment opportunity laws, and independently carries out and administers the assigned functions and programs.
    • Advises and trains managers and employees on questions of union contract interpretation and compliance with labor and equal employment opportunity laws, including advising regarding the resolution of grievances and Unfair Labor Practice complaints.
    • May interface with union representatives and employees to resolve grievances and other informal complaints.
    • Communicates and interacts effectively orally and in writing with a wide variety of audiences and demonstrates tact and diplomacy when resolving complex employee relations concerns.
    • Mediates disputes between employees and supervisors and may assist in negotiations of union contracts with labor unions.
    • Exhibits expert skill in fact finding and problem solving, writing and consulting to identify problems and recommend solutions.
    • Assists attorneys in the representation of management in all employee relations matters, civil rights and labor actions, and grievance and arbitration proceedings.
    • Assist with evaluations, recruitment and retention of all district personnel
    • Collaborate with leadership to identify and prioritize current and furture talent requirements
    • Partner with the HR Director to proactively resolve employee relations issues, HR investigations, grievances and disciplinary proceedings
    • Advise managers on staff performance evaluations and processes, performance improvement plans, and conduct trainings, as needed
    • Aid in the development, design, and implementation of a centralized exit interview and offboarding process for all district personnel
    • Provides coaching and assistance to leadership in the appropriate resolution of grievances, in line with the Collective Bargaining Agreement, to ensure consistent and fair treatment of all employees.
    • Provides support and guidance for issues related to discipline, training, staffing, promotions, transfers and other similar matters.
    • Continuously looks to improve Labor Relations Practices and Strategy by partnering with leadership (both union and management).
    • Prepares data for, and participates in, mediation, arbitration, and negotiations, as needed
    • Researches trends and compiles data in preparation for negotiations.
    • Assists in analysis of data and recommends improvements to Collective Bargaining Agreement based on analysis.
    • Provides employee relations support by investigating employee complaints in a timely manner, recommending / implementing a means to a resolution, and documenting the actions taken.
    • Oversees the administration of the FMLA and Worker's Compensation program, claims, investigations, etc.
    • Analyzes, recommends, and supports implementation of continuous improvement initiatives across assigned HR processes to increase efficiency and reduce costs.
    • Performs and/or supports special projects as appropriate including SOP development, etc.

    Required Knowledge, Skills, and Abilities:

    • Ability to communicate ideas and directives clearly and effectively, both orally and in writing
    • Effective, active listening skills

    • Organizational and problem solving skills
    • Proficient in presentation, spreadsheet, and document software

    QUALIFICATIONS
    • Bachelor's degree
    • Masters in Legal Studies or other related field, preferred
    • Fluency in Spanish is an asset
