Purpose and Scope
Plays an integral role in achieving the mission and goals of Shelby County Schools by managing the Human Resources Talent Acquisition team in recruiting and retaining outstanding candidates for district positions, ensuring a high-quality candidate pool by enacting a standard, quality-focused selection model for all positions; and ensuring that all instructional and non-instructional managers and employees drive toward continual improvement through use of a strategic performance evaluation tool. This position impacts and supports student achievement by managing and improving how district employees are recruited, selected, supported and retained within Shelby County Schools.

Essential Job Functions
  1. Leads the development of a standard hiring process and rubrics that are aligned to the non-instructional and school administrative performance evaluation tools for all position types.
  2. Oversees the development of a comprehensive recruitment and retention strategy for all district positions (campus recruitment, online postings, trade publications and web sites, social media, career fairs, etc.).
  3. Monitors the recruitment and retention budget to ensure that we stay within budget and use advertising dollars strategically.
  4. Develops and monitors both team and staff performance goals and metrics, providing regular performance feedback and assessments toward goals; manages staff to meet or exceed expectations in their roles.
  5. Serves as a member of the HR leadership team, contributing to the strategic direction of the department and the larger organization.
  6. Oversees staff in the ongoing implementation of the recruitment and retention strategy ensuring positions are advertised in cost-effective, high-impact outlets, monitoring marketing data to analyze ROI for various outlets and adjusting as necessary.
  7. Oversees the development of resources for hiring managers (hiring exercises, role playing exercises, question bank, etc.).
  8. Engages in capacity building for hiring managers, including aspiring leaders.
  9. Oversees staff in their selection, onboarding, training and management of a team of panel members for all positions.
  10. Trains Human Resources staff on recruitment strategies to enable them to attend various hiring fairs and information sessions.
  11. Supports in the leadership and implementation of teacher licensure compliance and compliance staff.
  12. Oversees the sourcing, selection and hiring of senior central office staff (manager, director, chief, etc.)

Minimum Qualifications
Bachelor's degree in Public Administration, Business Administration, Human Resources, Education or a closely related field plus 5 years related experience, for a total education/experience of 9 years. SHRM certification and K-12 Educational experience preferred. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED) .

  • Strong analytic and problem-solving skills, with the ability to swiftly and accurately understand complex data and perform analysis
  • Skill in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in an easy-to-understand manner and present to a broad audience
  • Expertise in tests and measurement, especially norm-referenced and criterion-referenced student assessments
  • Strong written and verbal communication skills
  • Outstanding leadership skills and ability to build high-performing teams through both recruitment and selection and professional development
  • Ability to tackle the operational challenges of a large urban school district in a complex, changing political and educational environment
  • Ability to manage daily administrative tasks without losing sight of long-term goals and planning.

Physical Requirements and Working Environment
Physical Demands : Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.
Unavoidable Hazards : The position is exposed to no unusual environmental hazards.

Sensory (ADA) Requirements : The position requires normal visual acuity and field of vision, hearing and speaking abilities.
