Job Summary

Manages, plans, designs, implements, evaluates, coordinates, administers, and maintains Human Resource services, programs, and systems.


Essential Functions

1. Processes district-based applications for administrators, UOPD, and Civil Service positions.

2. Advises district administrators/supervisors in the support and development of certificated and non-certificated personnel.

3. Develops collective bargaining proposals, including cost estimates and analysis of impact, and may participate in collective bargaining negotiations.

4. Develops, maintains, and assists in implementation of competitive compensation structures which promote employee satisfaction, provide equity and competitiveness, and maintain a motivated workforce that supports student achievement.

5. Assists employees and management in correcting and improving performance problems by providing feedback and identifying improvement opportunities.

6. Develops, validates, and administers various types of examinations for Civil Service employees. Develops, delivers, and evaluates presentations and training programs on various topics.

7. Conducts job audits, determines appropriate classification, and writes new or revised job descriptions.

8. Plans and carries out recruiting and staffing for schools and district offices, including instructional, administrative, clerical, maintenance, food service, custodial, professional, and technical positions.

9. Develops, implements, evaluates, and provides guidance for performance management systems.

10. Performs other duties as assigned.

Qualifications

Education: Bachelor's degree from an accredited college or university. Master's degree preferred.

Experience: Three (3) years experience in school administration or human resources with experience in staffing preferred.
