    Manager of HR / Payroll Systems

    Cincinnati Public Schools is looking for an experienced Human Resources and Payroll professional for the position of Manager of HR / Payroll Systems. You will be responsible for leading the collaboration of our HR, Payroll, and Financial Technology teams to support and enhance the systems used to manage our employee experience.

    EDUCATION & EXPERIENCE
    Education:
    • Bachelor's degree in applicable field required, with strong analytical abilities.
    Experience:
    • 5+ years of HRIS, payroll operations, or HR/Payroll management experience in a complex multi-system production environment.
    • Experience leading HR or payroll operations with at least 3,000 employees, including both hourly and salaried employees. Experience with implementing collective bargaining agreements preferred.
    • Experience implementing, supporting and using enterprise HR Payroll software such as Oracle, PeopleSoft, Workday, Kronos, ADP.
    • Experience with K-12 ERP systems, such as Powerschool Business PLUS and Frontline Technologies strongly preferred
    • 5+ years of experience with HR, Payroll, or benefit business analysis, system configuration and design.
    • Project Management and Change Management experience or certification

    SKILLS, KNOWLEDGE & ABILITIES
    General Responsibilities:
    • Excellent interpersonal skills with desire to lead and promote collaboration at all levels of the organization.
    • Establish processes, workflows and procedures to improve the employee experience by increasing accuracy in HR, Benefits, and Payroll functions.
    • Implement and Support federally and state-mandated HR and Payroll reporting.
    • Facilitate the accurate reporting of SERS and STRS contributions and service.
    • Maintain and update tax calculations; developing taxation reports as required.
    • Coordinate all year-end payroll activities including the processing of W-2's.
    • Verify and reconcile all payroll results and payroll posting data.
    • Review, validate, and advise management on position and employee records.
    • Manage and expand the use of Employee self-service functionality.
    • Implement employee benefits Open Enrollment, and troubleshoot any user interface issues that may arise for employees.
    • Maintain / update system configuration information for HR / Payroll including calendars, salary schedules, and pay periods.
    • Facilitate communication between customers, end users, and technical support to resolve issues, develop new processes, and meet requirements.
    • Identify and/or resolve payroll issues as they arise.
    • Break Fix Support: research, analyze and resolve system issues working with the vendor when necessary.
    • Manage and maintaining online time reporting processes.
    • Assist with the implementation of onboarding and offboarding procedures and workflows.
    • Serve as a liaison between school staff, HR, Payroll and IT to interpret requirements and implement solutions.
    • Develop specifications, test, document, and implement Payroll and HR reports, as requested by end users.
    • Create, run, and validate ad-hoc queries utilizing SQL, Cognos, and CDD report writing tools
    • Ability to work and thrive in a lean, team environment, focused on achieving results
    • Ability to write reports, requirements documents, and training manuals.
    • Ability to plan and execute projects, establish priorities, meet deadlines.
    • Advanced knowledge of Excel and proficiency with all Microsoft Office applications.
    • Ability to interpret collective bargaining agreements, legal directives and relevant regulations
    • Familiarity with both union and non-union payroll processing
    • Meticulous attention to detail, as well as reliability; and ability to carry out daily tasks in an efficient, accurate and timely manner.
    • High level of integrity, strong sense of confidentiality, and customer service mentality
