Department Description:

Under the supervision of the Supervisor of Purchasing and Supply Services, the Senior Temporary Buyer will administer the centralized procurement functions of the school system, which includes formal bidding and complex procurement methods that require a high degree of experience, knowledge, professionalism, and administration.

The Temporary Senior Buyer performs a wide variety of duties involving the collaboration with school administrators and other office/division heads. This position is responsible for the procurement of materials, supplies, equipment, and services in accordance with Federal, State, and local jurisdiction contract procurement regulations and guidelines.

Brief Description:

This is an hourly position and as a reminder, temporary employees are not eligible for leave, pay for holidays not worked or other fringe benefits. This appointment also doesn't entitle the employee to any special consideration for employment in a permanent position and service credit isn't earned.

Hourly Salary: $22.43

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Administers a wide variety of complex and specialized solicitations and/or specification development. Contracts typically awarded and administered usually include technology/telecommunication services, construction and facilities maintenance and related services, academic and administrative services, purchasing card services, supplies and equipment;

  • Confers with requesting school or office to determine pertinent facts about items needed and their requirements to advise on items available, or to suggest substitutes; assures that item is not available through established contracts before taking action on purchase request;

  • Conducts formal and informal bid processes through utilization of multiple procurement methods; Invitation for Bid (IFB) Request for Quote (RFQ) and Request for Proposal (RFP);
  • Solicits telephone and /or letter quotes for procurement where formal solicitations are not required;
  • Obtains information from users on which to base specifications or develops specifications based on experience, previous purchases, industry standards, or vendors information;
  • Develops formal bid solicitations incorporating specifications, general and special condition clauses, instructions for delivery;
  • Evaluates bids to insure that specifications and other terms are met to determine low perspective bidder;
  • As required, inspects delivered items and follows up on procurement contracts to insure compliance with specifications and conditions;
  • Selects or develops sources of supply giving due consideration to all costs involved including shipping;
  • Interviews vendors and inspects samples;
  • Responsible for the coordination of all contract renewals with the vendor and department;
  • Conducts meetings with vendors when necessary; and
  • Performs related work as required.

  • Demonstrated knowledge of established, recognized purchasing practices, procedures, methods, and strategies to include Federal, State, and local jurisdiction contracts procurement regulations and guidelines, specifically related to public purchasing;
  • Demonstrated experience in mediation of disputes regarding the selection of the award bidders and issues of vendor performance, and appeals;
  • Considerable knowledge of contract documents, solicitation methods and contract administration related to procurement;
  • Demonstrated knowledge of format, terminology and procedures for preparing bids and specifications;

  • Superior interpersonal skills, including the ability to interact in a professional manner with senior level administration and teammates during periods of high stress and tight deadlines;
  • Strategic critical thinker with strong decision making skills with a critical eye for details and high standards of accuracy in exercising duties and responsibilities;
  • Possess complete integrity and a high sense of personal and professional ethics;
  • Strong oral and written communication skills;
  • Proficiency in PC based word processing, spreadsheet and software programs, skilled in computer usage of Microsoft Office and the Oracle based application system preferred; and ability to effectively work with school system personnel, vendors, bidders and general public in answering questions.

  • EDUCATION REQUIREMENTS:
  • Bachelor's degree from an accredited college or university.
  • A minimum of three (3) years experience reflecting progressive responsibility in a senior level or directly related field.
  • Consideration may be given to candidates with a minimum of five (5) years of experience in Purchasing.

  • CERTIFICATION REQUIREMENTS:
  • Certified Professional Public Buyer (CPPB) or equivalent certifications, or the ability to obtain the CPPB within two (2) years of hire.

  • SUPERVISORY RESPONSIBILITIES:
  • Assist the Purchasing Supervisor by overseeing the work of the Buyer II and Buyer I in day to day activities. No formal supervisory responsibilities.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
