Department Description:

Under the direction of the Chief of Staff, the incumbent of this position will be responsible for matters relating to Human Resources, Special Education, Student Appeal Matters, Maryland Public Information Act, civil rights issues, and Open Meetings Act Compliance. This position is highly involved in litigation management, drafting and reviewing of policies and procedures, and interpretation of legislation. In addition, the General Counsel will provide opinions and advice to the Chief Executive Officer, executive staff, and when applicable, the Board of Education.

This is an Executive Position - Grade 8

Salary: $153,761 - $230,639

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Handling grievances, negotiations, appeals, EEOC complaints and other employment matters;
  • Handling of Special Education including due process hearings, responding to inquiries from staff, and some litigation;
  • Providing legal advice at expulsion hearings and drafting opinions;
  • Responding to daily calls from schools and regional offices on custody issues, subpoenas, and requests for student records;
  • Responding to requests for information in accordance with the Maryland Public Information Act and State Board Appeals;
  • Drafting and reviewing contracts, assisting with review and implementation of procurement regulations;
  • Working on management claims and evaluating claims during the pre-litigation stage;
  • Providing opinions and advice to the Chief Executive Officer, executive staff and Board of Education;
  • Responding to Office of Civil Rights Complaints;
  • Providing advice on Open Meetings Act Compliance;
  • Providing litigation management, including reviewing cases and legal billing by external attorneys;
  • Drafting and review of policies and procedures, interpretation of legislation; and
  • Performing other duties as assigned.


  • Job Requirements:

    The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Considerable knowledge of public school administration and General Counsel experience with a school board;
  • Special Education knowledge;
  • Human Resources and personnel experience required;
  • Demonstrated leadership, and administrative competency;
  • Demonstrated written and oral communication skills; and
  • Effective human relations skills.

  • EDUCATION REQUIREMENTS:

    Doctorate of Jurisprudence from an accredited law school; admitted to the Maryland Bar. Litigation experience and a minimum of 10 years experience required.

    CERTIFICATION REQUIREMENTS:

    Doctorate of Jurisprudence from an accredited law school.

    SUPERVISORY RESPONSIBILITIES:

    Oversees and provides guidance to division personnel.
