Introduction
On behalf of the Board of Education, the Charter Schools Office (CSO) of The School District of Philadelphia oversees 87 brick and mortar charter schools serving approximately 65,000 students in the City of Philadelphia. As charter school authorizers, our team's work is guided by three core principles: improving accountability to promote high standards, respecting charter schools' autonomy, and promoting equity in Philadelphia's charter schools.
In addition to monitoring, evaluating, and assessing charter schools authorized by the Board of Education, the CSO also reviews new charter applications and evaluates charter amendments. Apart from charter authorizing activities, the CSO supports operational functions of charter schools and serves as the liaison with District departments in the areas of enrollment, facilities, transportation, charter payments, grants, food services, and information technology.
Job Summary
The Senior Strategy Analyst will be a member of the Policy and Analytics Team, supporting all data-related work across the CSO's work streams. This work includes data management, metric calculation, performance monitoring, report production, internal policy reviews, and ad hoc requests.
The Senior Strategy Analyst will support our work by:
  • Presenting complex information to nontechnical audiences through memos, reports, presentations, dashboards, and data visualizations.
  • Conducting advanced analyses that answer critical research questions, evaluate the impact of CSO policies, and inform high-stakes decisions.
  • Assisting with all steps for annual report generation, including data collection, business rule documentation, and report production.
This work will involve collaboration with CSO team members District staff, and communication with charter school leaders and staff members about data collection, metric calculations, and report results.

Essential Functions
  • Reporting to the Director of Policy and Analytics, the Senior Strategy Analyst:
  • Designs and conducts ad-hoc, short-term, and multi-year studies using advanced statistical methods to determine the effectiveness of CSO policies and the impact of proposed policies.
  • Develops documentation for datasets and reports (e.g., technical guides for reports, business rules).
  • Develops clear, simple, visual displays of data that inform high-stakes decisions such as school openings, renewals, expansions, and closures.
  • Develops dashboards, automated presentations, etc. for recurring ad hoc requests.
  • Assists with the resolution of complex research, data, and procedural issues.
  • Supports the development of team members' abilities to interpret data and use it to make informed decisions.
  • Stays abreast of best practices in data analysis, emerging trends in quantitative methods, and research related to our work.
  • Identifies opportunities to maximize efficiency.
  • Assists with the implementation of CSO initiatives.
Minimum Requirements
  • Bachelor's degree from an accredited college or university.
  • Two years of full-time, paid, professional experience in project management, consulting, policy operations, operations, administration or research which has included working in education or a related field.
OR
  • Master's degree from an accredited college or university.
  • One year of full-time, paid, professional experience in project management, consulting, policy operations, administration or research which has included working in education or a related field.
  • All work experience related to the position must be included on the resume.

Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • descriptive and inferential statistics, including complex analytic techniques using statistical software packages, such as R or Stata.
  • data visualization, preferably including software packages like InDesign, Illustrator, Tableau, or ArcGIS.
  • national, state, and/or local K-12 education data and calculation methodology.
  • project management principles and practices.
  • best practices in data management.
  • Microsoft Office (Word, Excel, and PowerPoint) and Google Drive (Docs, Slides, Sheets).
