Purpose and Scope
The incumbent delivers at a high level of competency within the Performance Management Department. The incumbent assesses and performs analysis on data, and prepares data to facilitate the continuous improvement functions of organization. Responsibilities require understanding of both theory and practice.

Essential Job Functions
  1. Develops and applies solutions to complex problems which require the regular use of ingenuity and creativity and competency in Performance Management.

  1. Determines type, scope, and purpose of analyses through discussions with management. May lead a team in the effort. Works with other analysts and management to complete assigned project work.

  1. Assists with the analytical agenda for the Performance Management team by identifying and reporting on key performance indicators and progress for district strategic plan efforts. May maintain dashboards for district teams and priority areas and ensure the most strategic metrics are reviewed frequently.

  1. Coordinates training, planning and facilitation as directed for district- and school-level continuous improvement processes and projects

  1. Supports other departments and external partners by fulfilling routine and ad hoc data and analysis requests to support continuous improvement and data-driven decision-making

  1. Deals with complex problems and provide solutions that are innovative and ingenious, achieving quality and work process improvements. May ensure that project goals and activities are in sync with and support the broader goals and objectives of the organization; and that the execution of responsibilities is in accordance to lawful and ethical standards. Draws insights into potential issues or opportunities for improvement based on data analysis and metrics.

  1. Directs and assists in the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides for appropriate research and compiles reports, as needed.

  1. Performs other related duties as assigned or directed.

Minimum Qualifications
Gradation from an accredited college or university with a Bachelor's degree in Public Administration, Business Administration, Human Resources or related field; PLUS three (3) years related experience in a related field; OR an equivalent combination or related education and experience totaling seven (7) years. Experience developing analysis and handling large data sets and experience developing materials which explain the analysis preferred.

Degree Equivalency Formula :
Bachelor's Degree = 4 years plus required years of experience.
Master's Degree = 2 years plus required years of experience. Where Master's degrees are required, years for Bachelor's Degrees must be included.

Knowledge, Skills, and Abilities

  • Strong analytic and problem-solving skills, with the ability to swiftly and accurately understand complex data and perform analysis
  • Skill in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in easy-to-understand manner
  • Strong written and verbal communication skills with an ability to create and deliver high-quality presentations to a variety of stakeholder
  • Ability to tackle the operational challenges of the merged school district in a complex, changing political and educational environment
  • Well-organized and detail-oriented with ability to manage daily administrative tasks without losing sight of long-term goals and planning.
  • Ability to draw insight from analysis output & train others on data uses/applications in a way that is responsive to different roles and user needs
  • Strong analytical skills, including expertise in statistical software and Excel, and ability to communicate data effectively
  • Team player who can collaborate within and across teams on complex projects and demonstrates strong follow through

Physical Requirements and Working Environment
Physical Demands : Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.
Unavoidable Hazards : The position is exposed to no unusual environmental hazards.

Sensory (ADA) Requirements : The position requires normal visual acuity and field of vision, hearing and speaking abilities.
