The Executive Director of Procedures and Standards will lead the management, development, and oversight of procedures, guidelines and policies related to federal and state special education laws and regulations as well as instructional strategies and implementation to ensure District staff are provided appropriate guidance in their implementation. The Executive Director will oversee the Office of Diverse Learner Supports and Services' Sr. Manager of Instructional Quality, Sr. Manager of Early Childhood, Director of District Representatives, Dispute Resolution Team, and Due Process Team in their collective work of ensuring appropriate data-based services are provided to students with disabilities and that state and federal regulations are implemented throughout the District.


  • Advises the Chicago Public Schools with respect to ensuring that federal and state legal and regulatory provisions related to special education are being implemented.

  • Supervises District Representatives, the Behavioral Health Support Team, the Dispute Resolution Team, and Due Process Team.

  • Collaborates with Network Chief of Schools and Charter administration on the work of District Representatives.

  • Provides continual development of staff to ensure technical expertise and to build a team of subject matter experts who perform at a high level.

  • Provides advice, technical assistance, and training to Central Office staff, principals, case managers, school staff, assessment teams, special education teachers and community organizations regarding policies, procedures, and legal aspects of special education.

  • Oversees the District's administrative due process hearing representation and the resolution of parent disputes as related to special education services, including State Complaints and Section 504 Complaints.

  • Analyzes data to provide strategic input in the development of policy and procedures, systemic recommendations necessary to improve service delivery for students with disabilities, and additional training or support needed at the local school level.

  • Reviews and provides input on proposed changes to federal and state laws and regulations that impact the Chicago Public Schools' responsibilities with respect to special education, including participating in meetings with legislative lobbyists that work on behalf of the Chicago Public Schools.

  • Maintains departmental budget.

  • Conducts other duties as assigned.

Type of Education Required: Graduation from an accredited college or university with a Bachelor's degree in Education or Communication, or a related field of study. Master's Degree or higher required. Administrator's License (previously Type 75 or 73) required. Director of Special Education Endorsement preferred. Candidates with Juris Doctorate encouraged to apply.

Type of Experience and Number of Years: 7 or more years of experience in the Special Education field with supervisory experience in a large corporate, private, or public sector role. Minimum of 5 years of instructional experience or experience as a related service provider required. Legal experience in the field of special education preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of the Illinois School Code and special education regulations.

    Understanding of IDEA, ADA, and other laws supporting individuals with disabilities.

  • Strong knowledge and understanding of instructional strategies and practices including but not exclusive to Specially Designed Instruction, Inclusive practices (co-teaching), and IEP goal setting and writing.

  • Provide a framework and quality indicators that will support rigorous instruction for inclusion, co-teaching and cluster programs

  • Exceptional analytical, strategic, and critical thinking skills with a focus on driving results.

  • Excellent time management and organizational skills in order to meet continuous critical deadlines.

  • Strong leadership, team building and communication skills (speaking, writing, and listening).

  • Demonstrates ability to collaborate.

  • Proficient in using Microsoft Office suite of tools. (e.g. Word, Excel).

  • Strong staff development ability to provide continual training for team.

Residency Requirement:

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and must maintain residency throughout their employment with the district.
