JOB SUMMARY:
To effectively assist the Superintendent of Schools in providing vision, leadership, planning, project coordination and management for all aspects related to Human Resources and employee relations. Leads, manages, and directs the Human Resources unit, which includes all programs, processes, activities, and benefits managed by Human Resources, Public Information, Employee Relations, and the management of policy development. Originates and applies Human Resources practices and objectives that provide the highest levels of service to the school system. Serves as a member of the Superintendent's Executive Team.

QUALIFICATIONS:
1. A master's degree in Human Resources, Business, School Administration, Public Administration, Law, or a related field from an accredited college or university.
2. A minimum of five (5) years of progressively responsible experience leading a full-service Human Resources department in the public education sector, administrative business services, or a combination of both.
3. A minimum of two (2) years of experience serving as the chairperson or member of a negotiating team, is preferred.
4. Must be eligible for appropriate Maryland State Department of Education certificate.
5. Demonstrated organizational leadership evidenced by the development of new programs and processes designed to enhance the effectiveness of the Human Resources unit.
6. Demonstrated knowledge of county, state, and federal regulations pertaining to public education, human resources, and administrative services.
7. Demonstrated knowledge of information technology, including hardware and software, and its applications to Human Resources functions.
8. Outstanding communication skills.
9. Ability to work collaboratively with organization leaders for the purpose of implementing Human Resources services and benefits throughout the organization.

EXAMPLES OF RESPONSIBILITIES AND DUTIES:

1. Establishes the mission of the Human Resources unit; promotes and monitors mission goals within the Human Resources unit and the school system.
2. Supervises and provides leadership to the Human Resources unit.
3. Works collaboratively with other organization leaders to develop and improve programs, build staffing strategies, build hiring processes, streamline and enhance staffing systems and service delivery to school system employees and candidates for employment.
4. Provides leadership and direction to Human Resources staff in all areas of recruitment & staffing, employee benefits, developing and reviewing job descriptions, distributing and posting vacancy announcements, coordinating the selection process of employees, maintaining records, processing requests and adhering to all bylaws of the Maryland State Department of Education.
5. Serves as an internal consultant to other departments on issues affecting staffing, classification, performance evaluation, position management, salary administration, and other HR-related issues.
6. Remains current on research and trends affecting Human Resources management and organizational development, and implements structural/program changes as appropriate.
7. Demonstrated experience and skill in independently conducting employment-related investigations, inclusive of the ability to analyze relevant statistical information, interview parties and witnesses, and write accurate, coherent investigative findings and reports.
8. Develops, implements, and administers the management-labor relations area of the Human Resources unit in order to maintain effective labor relations with all employee groups. Serves as the School Board's representative in all matters related to negotiations with local bargaining units.
9. Ensures that the school system remains in compliance with all relevant federal and state laws affecting employment, leave administration, wage and salary administration, teacher and administrator certification, disability issues (such as the Civil Rights Act, Americans with Disabilities Act, Family and Medical Leave Act, Fair Labor Standards Act, laws and regulations of the state of Maryland regarding unemployment compensation), and negotiated agreements. Serves as the liaison with the EAP on employer mandated referrals.
10. Collects data and analyzes trends pertaining to employee retention, attendance and work satisfaction.
11. Demonstrated ability to effectively work and communicate with diverse populations.
12. Evaluates the performance of Human Resources staff and Public Information Office staff; ensuring that their respective programs are congruent with the goals and objectives of Human Resources and the priorities of the school system.
13. Prepares and administers the budget for the Human Resources unit; authorizes expenditures in accordance with established QACPS procedures; and prepares the annual budget within the guidelines established by the Budget & Finance Office.
14. Establishes performance and process improvement goals for each of the major functional areas of the Human Resources unit and develops methodology for monitoring and improving individual and organizational performance for efficiency and effectiveness.
15. Initiates new Human Resources policies and procedures; amends existing policies and regulations to meet changing conditions, laws, and circumstances.
16. Prepares reports and testifies, as required, at special hearings before the Board of Education and other government agencies to support a disciplinary decision of the Superintendent regarding the suspension or termination of employees.
17. Ensures appropriate training is provided to administrators and other staff regarding investigation guidelines and procedures.
18. Works collaboratively with the Budget & Finance Office on the administration of all payrolls and benefits, retirement systems, and other insurances and programs subject to federal and state laws and regulations.
19. Oversees the content, accuracy, and quality of all written communications issued by the Human Resources unit.
20. Serves as the Title IX Coordinator for employees.
21. Acts as point of contact for Public Information Acts requests.
22. Coordinates and monitors the Wellness program for faculty and staff.
23. Supervises the Public Information Office staff.
24. Performs other tasks and assumes other responsibilities as the Superintendent may assign.
