Boston Public Schools seeks a Human Capital Coordinator to join our Staffing team. The Coordinator will be responsible for providing direct human capital support for the district's central office departments and the staff they employ. Part of a fourteen-person staffing team, Human Capital Coordinators work as a unit and are tasked with identifying and implementing efficiencies within these transactional processes in order to make the work more streamlined and less time-consuming.

The Coordinator is expected to complete a high volume of transactional processes, own high volume working groups and must be able to form tight working relationships with central office departments and schools. The Coordinator is self-directed, and demonstrates independence and initiative. The Central Office client base requires the handling of confidential and time sensitive information. The ideal candidate will be professional and aware in the handling of matters in their communication with the client base and candidates.

The ideal candidate will provide high impact staffing support to central offices, BPS schools, and Regions; work closely with department heads on all aspects of hiring; collaborate to support the development of appropriate candidate pools; and market qualified candidates internally to central office managers.

REPORTS TO: Human Capital Manager, Central Office

RESPONSIBILITIES:

Communication and Customer Service
  • Assist the Central Office Human Capital Manager in providing human capital advice, assistance and follow-up to central office departments and/or schools; providing clear and accurate communication consistently and frequently to ensure staffing needs are met and staffing records are current
  • Provide department candidates and staff excellent customer service by answering HR-related queries with correct information, or providing additional support by troubleshooting and/or forwarding to appropriate resources within the department;
  • Work with Central Office departments to provide status updates on candidates;
  • Respond to requests for information regarding Boston Public Schools HR-related policies and procedures;
  • Compose correspondence, reports, memorandums, meeting agendas and other documents using GoogleSuite and Microsoft Office software;
Project Management and Process Improvement
  • Manage the employment agreement (EAE) contracts for all central office departments;
  • Own and support departments for high-volume positions hired centrally and deployed across the district (i.e. Custodians, all paraprofessionals deployed from the Special Education department, ABA Specialists, temporary employees, etc.);
  • Apply work rules related to the deployment of the K-12 workforce including applicable contractual provisions and departmental procedures;
  • Partner with Strategic Staffing team on high-volume projects for the district (i.e. unemployment and Summer school)
  • Identify inefficiencies in existing processes and make recommendations for improvement
  • Identify and verify budgeted vacancies caused by terminations, leaves, transfers and promotions;
  • Support hiring manager on staffing efforts by reviewing vacancies, reviewing licensure requirements, and approving new hires as necessary
  • Maintain professional knowledge and experience; build functional and/or technical knowledge and skills necessary; keep up to date with hiring practices, and tools to effectively manage workload
High Volume Processing
  • Own all transactional processing for central office departments by processing employees to fill budgeted vacancies according to hiring decisions, court orders, collective bargaining contracts, and state and city qualifications;
  • Validate I-9 documentation in accordance to Federal guidelines, and meet with candidates to collect new hire documentation;
  • Manage the processing of all documents regarding the hiring, assignments, returns from leave and transfer for employees;
  • Process over-time and stipend requests;
  • Assist the office with administrative tasks including processing large mailings for employees, filing, and other tasks as necessary;
Additional related duties as assigned.

QUALIFICATIONS - REQUIRED:
  • Bachelor's Degree or 2-3 years of HR or related experience
  • Excellent organizational skills and demonstrated ability to multitask and prioritize daily tasks;
  • Demonstrates strong attention to detail and ability to analyze and solve problems quickly and accurately;
  • Ability to work independently with a keen sense of follow-through;
  • Strong interpersonal and customer service skills;
  • Experience working effectively with a wide range of constituencies in a diverse community;
  • Excellent verbal and written communication skills;
  • Strong commitment to work quality;
  • Ability to coordinate and work effectively with diverse staff;
  • Ability to work in a team oriented environment;
  • Ability to provide accurate and efficient customer service;
  • Experience and proficiency with Microsoft Office products (e.g. Excel, Word, and PowerPoint), and internet applications.
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment

QUALIFICATIONS - PREFERRED:
  • Bachelor's Degree or 5 years of HR or related experience including general knowledge of employment law and regulations;
  • Experience with Peoplesoft or other HRIS;
  • Experience in developing and delivering training;
  • Previous experience in union environments;
  • Familiarity with large complex unionized environment;
  • Ability to work with, analyze and communicate analysis of large data sets;
  • Willingness to take on leadership role and "go the extra mile".

TERMS:
Managerial, Tier B; City of Boston Residency required.
