JOB TITLE : Coordinator, Data Strategy

REPORTS TO : Director, Data Warehouse

DEFINITION : Responsible for using available data and statistical, algorithmic, mining, and visualization techniques to model complex organizational challenges, discover organizational insights, and identify opportunities for improvement. Collaborates with Chiefs, Executive Directors, and leaders throughout BCPS to turn data into critical information and knowledge that can be used to make sound organizational decisions. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Assists with the implementation of overall divisional strategies, goals, and objectives and ensures alignment with system priorities . Collaborates with department heads to accomplish the department's goals.
  • Supports the ongoing work of the Office of Performance Management and Assessment and the Office of Strategic Planning and Research, aligned with division and system priorities, with a focus in leveraging new knowledge to inform departmental practices.
  • Consults with and advises the Division of Research, Accountability, and Assessment as well as BCPS executive leadership regarding matters related to advancing the BCPS theory of action and achieving school system goals. Prepares related reports and presentations for review and consideration by executive leadership.
  • Designs hypotheses and investigations, and builds data models to support improved systemic knowledge housed within existing organizational data.
  • Leverages systemic data and databases to drive improvements, understand trends, and predict future performance. Coordinates efforts to analyze and interpret data to best support department heads in systemic decision-making.
  • Identifies available systemic data and data gaps. Makes strategic recommendations on data governance, data collection, integration, and retention.
  • Develops innovative and effective approaches to analyze and solve organizational challenges and effectively communicates results and methodologies. Identifies and analyzes patterns in systemic data to drive continuous improvement and highlight high-leverage decision points to support increased systemic performance.
  • Designs and executes analyses to assess the impact of potential policy changes. Summarizes key findings and recommendations in formal memos and/or presentations.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Master's degree from an accredited college or university, with coursework in psychometrics, evaluation, statistics, or research.
  • Five years' experience in statistics, research, and evaluation required.
  • Three years' experience in reK-12 public educational setting required.
  • Teaching experience strongly preferred.
  • Doctoral degree preferred.

Knowledge, Skills and Abilities :
  • Knowledge of social science research and evaluation methodology and statistics using statistical software, such as SPSS, STATA, or R.
  • Knowledge of database software such as SQL.
  • Skill in conducting high quality educational analyses and reporting results to key stakeholders.
  • Skill in explaining highly technical information to those without technical background.
  • Expert report writing and oral communication.
  • Strong interpersonal skills.
  • Skill in planning and supervising the work of others.
  • Knowledge of the principles and practices of supervision.
  • Demonstrated ability to manage employees.
  • Demonstrated commitment to increasing student achievement for all students; belief that all students can learn.
  • Ability to identify program needs and develop plans to meet those needs.
  • Ability to implement, direct, evaluate, and modify programs.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Work of this class involves travel throughout the county and to locations outside of the county.

CONDITIONS OF EMPLOYMENT:
Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.

FLSA : Exempt

SALARY: Grade 11 on the BCPS OPE 12 Month payscale $93,985 - $145,298.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
