JOB TITLE : Clerk IV, HR Certification (21204)

REPORTS TO: Supervisor, Certification

GRADE : 04 (Full time; 12 months)

SALARY : $18.50 to $30.57 per hour, per the ESPBC - Education Support Professionals of Baltimore County pay scale, effective July 1, 2019.

DEFINITION : Performs complex and specialized clerical duties in support of a program, department, or office. Processes system-wide human resources information system (HRIS) transactions. Performs other duties as assigned.

EXAMPLES OF DUTIES :
Under the direction of the Supervisor and/or Lead HR Assistant creates, reviews, and corrects employee records, forms and documents associated with regular employee groups. Reconciles discrepancies between Advantage HR, KRONOS employee time and attendance, and the payroll systems.

Collaborates with Office of Payroll to modify and process changes to employment records ensuring that proper codes and/or status is entered in HRIS to process accurate payments.

Prepares and sends a variety of office communications. May draft correspondence, memos and other documents. Assists with the maintenance of office databases, spreadsheets and logs.

Works closely with HR Supervisor and HR Assistants to provide information regarding employment status matters as requested.

Assists with processing salary changes for certificated and non-certificated employees. Assists with verifying that licenses, degrees, credits and other educational attainments have been accumulated and qualify for the salary change.

Oversees the processing of online and paper forms, documents, and records. Reviews documents for completeness, accuracy, and compliance with established policy requirements.

Processes a variety of transactions, forms, documents, and records associated with office operations. Creates, maintains and updates employee records and files housed in HR.

Facilitates the storage, retrieval, and dissemination of information, data, files, and documents pertaining to office operations. Assists with the archival and disposal of records and files.

Provides direction to school and office timekeepers regarding pay transactions and absence management.

Receives, distributes, and files documents. Sets up and maintains databases, spreadsheets, and logs. Enters and retrieves information from databases. Organizes and maintains electronic and paper document filing systems. Processes a variety of technical data including weekly payroll imports and exports.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS :
Education, Training and Experience :
Possession of a high school diploma or appropriate equivalent. Five years of office clerical experience.

Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the class may be considered.

Knowledge, Skills, and Abilities :
Knowledge of office practices and procedures. Knowledge of filing systems.
Knowledge of spelling, grammar, and arithmetic. Knowledge of personal computers and office software packages. Knowledge of automated office systems.
Skill in maintaining databases, spreadsheets, and logs.
Skill in maintaining filing systems. Skill in operating personal computers and related office equipment.
Skill in providing routine information to telephone callers and office visitors.
Ability to communicate effectively. Ability to perform basic mathematical computations.
Ability to follow rules and regulations.
Ability to establish and maintain effective working relationships.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

FLSA : Non-exempt

Position is eligible for the Maryland State Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to hire.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
