Job Summary
Under the direction of the Senior Director of Benefits, the Leave Management Specialist is the primary point of contact for employees and supervisors regarding information about various types of available leave at the Anchorage School District. The Specialist is responsible for the day-to-day administration of leave management with a focus on employee experience, accurate pay, compliance, and improvement and refinement of internal processes. Toward that end, the Specialist advises employees on available leave options and receives, reviews, and processes leave applications. The Specialist may partner with the Payroll, Risk Management, and Talent Management Departments as well as the Office of Equity and Compliance as needed. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:
  1. A bachelor's degree.Professional Human Resources (PHR), Senior Professional Human Resources (SPHR), or Certified Employee Benefits Specialist (CEBS) certification or equivalent, such as SHRM-CP, SHRM-SCP, within 12 months of date of employment.Experience working in an advisory/consultative role with leave management or ADA compliance issues.Working knowledge of the Americans with Disabilities Act (ADA) and the Family and Medical Leave Act (FMLA) and Alaska Family Leave Act (AFLA).Familiarity with the ADA interactive and reasonable accommodation processes.Working knowledge of ADA and other laws addressing the rights of people with disabilities.

The following are preferred:
  1. Ability to organize, analyze, evaluate, and report on issues related to leave administration.Proficiency with Human Resources Information Systems (HRIS), leave management applications, and/or benefits platforms.Experience working within a large organization with a unionized workforce, particularly in a public school district or public higher education setting.Ability to communicate clearly and succinctly both orally and in writing and to present information in a simple, coherent style.Strong service orientation with an ability to establish and maintain effective working relationships with staff, supervisors, senior leadership, and union representatives.

Essential Job Functions
  1. Manages all aspects of leave administration including advising on the development and implementation of new leave platforms, processes, and procedures, as needed, to achieve operational efficiencies and to ensure ideal employee experience.Acts as the primary contact for supervisors and employees seeking information concerning various types of leave.Coordinates extended ADA leave approvals with the ADA Specialist.Monitors and advises on ASD leave procedures, operations, and activities for compliance with FMLA/AFLA and military leave.Develops, coordinates, and presents training for supervisors and employees in areas related to leave compliance issues.Receives and processes leave applications and related documentation from employees; reviews documentation for required approvals and completeness.Tracks and validates employee leave and return to work dates and communicates pertinent information to employees and supervisors; serves as liaison to various sick leave bank committees; prepares and processes related information as needed.Maintains sick leave bank applications and supporting documentation; monitors sick leave bank processes and timelines; provide sick leave bank reports.Serves as point of contact with union representatives regarding leave related issues.Coordinates with Payroll, Risk Management, Office of Equity and Compliance, Talent Management, and Labor Relations on leave related issues; defines, documents, and updates procedures on leave workflow as needed.Serves as a member of the Vera Whole Health Council.Ensures that HRIS leave screens are up to date.Ensures compliance with negotiated agreements and state and federal laws related to leave.Interprets state and federal laws, Anchorage School Board policies, and negotiated agreements pertaining to leave administration.Works independently and meet tight deadlines.Provides information regarding general employee benefits and retirement information.

Physical/Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking, and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to communicate by oral and written means in an appropriate business manner and have cognitive skills to understand instructions, readily recall facts and details, handle conflict, and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
