POSITION SUMMARY:

Under the direction of the Board Executive Director, the Fiscal and Budget Affairs Specialist performs budgetary research and analysis for the Board of Education to use in the development of Board general policies, the development and oversight of operating and capital budgets, and oversight of the budgetary and fiscal dimensions of major school system programs and projects. The Fiscal and Budget Affairs Specialist interacts closely with the Board Executive Director, Board staff and Board of Education members. Work involves considerable knowledge of the school system's organization, policies, regulations, and an ability to exercise tact and sound judgment.

This is a Board of Education Position - Grade 30

Salary Range: $71,162 - $132,995

This is a confidential position, not represented by a bargaining unit. Evening and weekend work required.

Detailed Description:

DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Analyzes various Board finances, contracts, operating budget, capital budget documents and reports, and prepares briefing documents for members of the Board of Education;
  • Processes, reviews and analyzes budget data in preparing budget documents; reviews budget request submissions for completeness and accuracy; develops data during budget preparation and formats reports and published documents; and obtains supplementary information as needed;
  • Serves as a key liaison between the Board of Education and senior management officials, including but not limited to, Capital Programs, Finance, and Internal Audit;
  • Researches and writes reports, articles, issue briefs and memoranda on finance/budget related matters and best practices, including developing presentations on said topics as required;
  • Assists in the development of Capital Improvement Program and operating budget work sessions/hearings;
  • Collaborates with the school system and community stakeholders to engage the community in the operating and capital budget process;
  • Coordinates with the Chief Executive Officer (CEO) to ensure funding streams are available for new policy and Board of Education initiatives; reviews the school system budget to ensure Board priorities are reflected;
  • Assists in the preparation of the Board of Education's annual budget;
  • Supports the processing, monitoring and reconciling of Board office credit card statements, invoices, purchase orders, requisitions, purchases, and other financial/budgetary matters;
  • Assists in monitoring expenditures to ensure that the Board operates within budget guidelines in collaboration with internal audit;
  • Serves in a key quality assurance role in the preparation and execution of Board meetings, including preparing and reviewing finance/budget items for Board consideration and final vetting of fiscal and budget related materials for Board meetings to ensure they can smoothly move forward (e.g., analyze vendor contracts, fiscal implications of agenda consent items, verify execution of contracts, submission by management of all required paperwork);
  • Provides staff support for Board of Education standing and ad hoc committees as required;
  • Carries out supervisory responsibilities in accordance with organization's policies and applicable laws, which include conducting interviews, making hiring recommendations, staff development, staff supervision, performance evaluation, complaint resolution and problem solving;
  • Coordinates, organizes and implements special requests and initiatives, and monitors assigned projects as directed by the Board Executive Director; and
  • Performs other duties as assigned.

  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

    Bachelor's degree from an accredited college or university with a concentration in accounting, finance, business, public administration or a related field required; Master's degree preferred. Five (5) or more years of related work experience required, preferably in a public school system or other public or nonprofit sector.

    SUPERVISORY RESPONSIBILITIES:

    Oversees and provides guidance and direction to assigned staff.
