Project Manager Educator Effectiveness Team

Chicago Public Schools (CPS) is the third largest school district in the United States, serving over 360,000 students at more than 600 schools. In 2012, CPS adopted new procedures to evaluate teachers, principals, and assistant principals. Introducing complex new processes necessitated the creation of new technology tools, tracking systems, and communication methods. The Educator Effectiveness Team, housed in the Talent Office, manages the evaluation process for teachers, principals, and assistant principals. The Reflect and Learn System (RLS) is the web-based tool that houses evaluation evidence, ratings, and summative reports. This involves close collaboration with other departments, including but not limited to IT, School Quality Measurement, and Assessment. CPS seeks a passionate, data-driven individual to manage critical aspects of the evaluation system. This individual is driven to provide exemplary customer service to administrators, teachers, and central office staff, so they can focus maximum energy on direct services to students and families.

The Project Manager will serve as the primary resource for vendor management for RLS. The Project Manager will also support vendor relationships for other Talent platforms as needed. The Project Manager will report to the Senior Manager of Educator Effectiveness.

Position Summary

The Project Manager will ensure that the vendor fulfills all responsibilities outlined in the contract, including providing CPS teachers and administrators with critical deliverables including timely summative ratings and accurate evaluation plans.

This position will work closely with the Senior Manager and RLS Project Manager to maintain productive relationships with the vendor(s) and functional interfacing teams.

The Project Manager's responsibilities include (but are not limited to):

• Provide Project Management support on critical Talent Office priorities including (but not limited to) REACH Summative Report release, the timely launch of the Reflect and Learn System each September, and ensuring accurate evaluation data is shared with teachers and principals in a timely manner;

• Lead the development of a Reflect and Learn Technical Guide, documenting key responsibilities and timelines for CPS departments and for the vendor;

• Attend weekly calls with RLS vendor, monitor responsiveness and follow through, report back Senior Manager to identify opportunities for continuous improvement;

• Document challenges with vendors for RLS, Taleo and other platforms as assigned, and create and implement plan to improve vendor responsiveness;

• Build systems to track inquiries/resolutions from end users and other departments, and identify process improvements to increase team efficiency and responsiveness;

• Plan and facilitate user groups to identify potential improvements to job aids and training tools;

• Build expertise in understanding licensing requirements for educators in Chicago, create and implement a Communications Plan to inform staff at-risk of allowing license to lapse;

• Provide reports to Chicago Teachers' Union as required by the Collective Bargaining Agreement;

• Provide in-person training as needed to a variety of stakeholders who regularly use RLS;

• Provide strategic support and change management strategies to help improve evaluation systems;

• Assist with special projects for the Chief Talent Officer as needed.

Qualifications:

• Detail-oriented thinker that exhibits strong analytical and creative problem-solving skills.

• Excellent written and verbal communication skills.

• Proven ability to build positive working relationships within own team, with vendors and other areas of business.

• Ability to assist Senior Manager on multiple simultaneous projects.

• Ability to work independently towards established goals, able to self-direct and balance competing priorities and deadlines.

• Strong leadership ability

• Strong conflict resolution and negotiating skills.

• Possesses the ability to work creatively and efficiently under stringent deadlines

• Possesses a willingness to learn new and complex methodologies within an evolving environment.

Education and Certifications Required/Preferred

Bachelor's Degree or equivalent work experience required

Desired Experience

- Customer Service (3+ years) - Involvement in Team Projects (3+ years) - Proficient with Microsoft Word & Excel - Proficient with Online Ticketing Tools - Demonstrated experience with Problem Resolution

Residency Expectation

As a condition of employment with the Chicago Public Schools (CPS), an employee must be an actual resident of the City of Chicago or become a resident within six months of the date of his/her employment with Chicago Public Schools.
