Job Description
JOB GOAL:

1. To build capacity within the district to provide the best clinical/behavioral and support services for students with disabilities, students in referral and/or at-risk students in New Bedford in grades PreK-12.

PERFORMANCE RESPONSIBILITIES:

1. Oversee aspects of the Special Education Department and work with staff (School Adjustment /Crisis Counselors) to develop and implement a program that meets the needs of the whole student, specifically including: all Comprehensive Behavioral Intervention Programs (CBIP), Trinity Day Academy and Whaling City
2. Assist in the development of a Response to Intervention (RTI) model for the district to include both in-school and community supports and interventions, to address social, emotional and behavioral learning
3. Assist in the collection of statistical and student data (including behavioral infractions, at-risk forms) and complete all necessary reports and submit them to the Executive Director of Special Education and Student Services
4. Support the team evaluation process and insurance of all state and federal compliance requirements regarding evaluations and team meetings
5. Attend Team Meetings as necessary to ensure provisions of quality special education and/or related services
6. Ensure that students' Individual Education Programs (IEPs) are being followed and related services are being provided
7. Keep informed on all legal requirements governing special education
8. Preparation of grants, budget, annual report, and additional data required by the State, School Committee, Superintendent, or Chief Academic Officers' pertaining to special education supportive services
9. Work collaboratively with all school staff: provide technical assistance and consultation to better support students exhibiting social, emotional, and behavioral difficulties
10. Process IEPs and monitor for completeness and quality of content and accuracy of procedure
11. Encourage staff to maintain consistent and frequent communication with parents and community partners
12. Support the Special Education Parent Advisory Council (PAC)
13. Assist in developing workshops and trainings for staff, parents and community partners in order to improve compliance and improve programming for students with disabilities
14. Work with the other administrators of Special Education to ensure the thorough completion of the MA DESE's Mid-Cycle and Coordinate Program Reviews
15. Plan and coordinate Extended Year Services (EYS) services for all students who receive programmatic, academic and/or related services during the summer
16. Plan interview, recommend new hires, and supervise purposeful assignments of staff
17. Plan meaningful professional development for staff
18. Maintain accurate, complete and correct student and staff records as required by law, district, policy and administrative regulation
19. Attend specific meetings (in and out of district) as assigned by the Executive Director of Special Education and Student Services
20. Other duties as assigned

Job Requirements
QUALIFICATIONS:

1. Certification in proper area and level by the Massachusetts Department of Elementary and Secondary Education (Supervisor/Director)
2. Master's Degree from an accredited college or university, preferred. Evidence of specific professional study in the field of special education, psychology, social work, including educational administration and supervision
3. Licensed Mental Health Counselor (LMHC) or Licensed Independent Clinical Social Worker (LICSW)
4. Three years' experience in the area of Special Education/Student Services
5. Knowledge/experience using the new educator evaluation system
6. Experience designing and implementing new special education programs
7. Experience working with community based mental health agencies, Department of Child and Family Services, Department of Youth Services, Department of Mental Health and other community programs to better integrate services for students in the New Bedford Public Schools
8. Experience with facilitating Families and Community Together with Schools (FACTS) Teams in the schools; and develop plans for expansion to all schools
9. Understanding of requirements for DESE mandated restraint training and experience working with schools to complete the training process
10. Excellent communication skills - written verbal and non-verbal
11. Understanding and/or experience working with Circuit Breaker
12. Experience in Crisis Intervention, Individual, Group and Family Interventions and developing Functional Behavioral Assessments and Comprehensive Behavior Intervention Plans
13. Excellent interpersonal and social skills with colleagues, district staff, families and community
14. Excellent work attendance

Reports to: Executive Director of Special Education and Student Services

This position follows the Unit B Contract.
