The Department of School Quality Measurement and Research (SQMR), where this position is located, supports this work by providing timely and accurate data to stakeholders throughout CPS (families, schools, central office leaders, etc.) working to meet these goals.

The Manager of Performance Policy will be held accountable for the following responsibilities:

  • Manage the process of defining the measures and rating systems for CPS's accountability policies - including the School Quality Rating Policy (SQRP) and REACH (educator evaluation) - for all schools, principals, assistant principals, and teachers.

  • Document calculation business rules for metrics and ratings related to SQRP and REACH, and ensure that participating departments understand and follow these specifications.

  • Analyze SQRP and REACH results and present data for internal and external stakeholders.

  • Develop and implement a comprehensive SQRP training and communication plan for central office and network staff, school staff, parents, and community members. Create supporting documents, calculators, and multimedia, as appropriate.

  • Provide direct support to network staff and principals on SQRP and general data-related inquiries.

  • Coordinate SQRP metric previews for schools prior to release of SQRP.

  • Support process to update SQRP and REACH through policy analysis, comparative analysis of other districts and states, and engagement with internal and external stakeholders.

  • Managing and facilitating discussions to articulate how the district defines what quality practices are at different levels of the organization (i.e., school, principal/AP, teacher).

  • Ensure the accurate, timely reporting of performance data results.

  • Effectively communicate performance results to senior leaders through memos and presentations.



In order to be successful and achieve the above responsibilities, the Manager of Performance Policy must possess the following qualifications:

Education and Experience - Bachelor's degree plus 5 years of highly successful and relevant project management experience in urban education or a related field. Experience should include use of data and statistics to develop policies or program strategy. Advanced degree (e.g., MPP, MBA, Ed.D) preferred.

Knowledge, Skills and Abilities :

  • Team player with strong work ethic and a positive attitude.

  • Flexible and comfortable working on a variety of assignments at a given time. Able to balance competing priorities and deadlines.

  • Detail-oriented problem solver.

  • Ability to effectively communicate with a variety of audiences, especially through policy briefs and PowerPoint presentations. Competent and creative in the visual display of information.

  • Analytic and data-driven problem solving, including interpretation of data to address complex problems. Proficiency with statistics preferred.

  • Knowledge of educational performance measures, educational research and urban education systems a plus.



Residency Requirement: As a condition of employment with Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district
