Essential Functions and Objectives:

Lead all aspects of early education in Denver Public Schools, including creating the vision for the district\u2019s role in the early childhood community to support young children and families in Denver so that students experience a seamless continuum of services from birth through high school graduation. Represent and be the voice of the Early Education Department and the district in major initiatives including the Denver Plan 2020, as well as city-district partnerships in the early childhood space.

- Provide strategic direction and support around in alignment with board of education policies related to early education.

- Create the vision for the Early Education Department and drive annual goal-setting and on-going progress monitoring efforts.

- Oversee several key roles in the early education space (through direct or in-direct supervision), including central office staff, principals at the early education centers, and regional specialists.

- Provide strategic leadership to all aspects of early education in DPS and beyond, including:

- Creating and overseeing shared Professional Learning for DPS Early Ed teachers and community Early Ed providers.

- Designing hubs of service for families and caregivers, starting in areas of concentrated poverty in Denver.

- Working with the City of Denver to expand the Countdown to Kindergarten programs.

- Identifying and developing cross-sector leadership, assuring it is inclusive and representative of families.

- Setting and monitoring outcomes and benchmarks across sectors for the plan\u2019s success.

- Establishing processes for ongoing communication, coordination, and decision-making among governance structures and across system sectors as they relate to achieving shared goals.

- Using cross-sector data to inform planning and policy decisions.

- Oversee the implementation of the Road to Reading, a strategic plan for city-wide supports in DPS Schools and the community for children from birth to 8 years old. This role will be the public face of implementation projects during the initiative\u2019s critical first year and beyond.

- Collaborate with DPS departments and external entities, including: Assessment, Reporting & Data Support; Curriculum and Instruction; Portfolio Management; English Language Acquisition, the Colorado Department of Education, external consultants, and other partners to implement the early childhood education strategic plan.

- Collaborate with Regional Superintendents, principals, building resource teachers, classroom teachers and members of learning services regarding practices in early childhood education curriculum, instruction and assessment in support of Regional Specialists.

- Develop strong, collaborative relationships and district partnerships with agencies associated with early childhood.

- Coordinate with internal and university partners on teacher and principal pipeline and training efforts.

- Develop the budget for all Early Education supported programs, in compliance with state and district funding policies.

- Oversee all legal aspects of the work, in consultation with state agencies and DPS legal staff, and support schools in meeting legal requirements.

- Assume responsibility for departmental data collection and reporting necessary to procure funds and account for expenditures within multiple (federal, state, local and grant-driven) budgets.

- Provide assistance for material to be included in the District\u2019s Budget Guidance Manual and other budgetary documents.

- Monitor out-of-district expenses and contracts as well as ESSA-related tuition revenues and contracts.

- Ensure compliance with all state, federal and district guidelines.

- Perform other duties as assigned.

Knowledge, Experience & Other Qualifications:

- 10 or more years of related experience in the field of education with a minimum of three years of administrative experience .

- Colorado Administrative license preferred.

- Possesses a driver\u2019s license and appropriate auto insurance.

- Strong knowledge of effective instructional and assessment practices for early education students, strategies for teaching English Language Learners, and management skills.

- Experience working with in a large organization, preferably a school district.

- Proficiency in budget preparation and management; legal compliance; HR management.

- Demonstrated educational leadership.

- Bilingual preferred.

- Understanding of Early Childhood evidence-based practices, areas of focus and coordination with student academic success.

- Deep awareness of culturally responsiveness strategies for ensuring educational success.

- Interest in innovative, creative, and specialized instructional programs.

- Ability to relate well to diverse stakeholders.

- Good written and oral communication skills.

- The ability to identify and resolve issues effectively with a number of different types of stakeholders and programs.

Education Requirements:

- Master\u2019s Degree required in Early Childhood Education or related field.
