Summary: The Compensation Specialist position provides professional level support to the administration, development and communication of the district wide compensation programs. The Compensation Specialist I position is an entry level position with lower level of responsibility and decision making while the Compensation Specialist II position is experienced with expertise in one or more areas, higher level of decision making and responsibility.

Essential Duties:
  • Develops, administers and communicates initiatives for all compensation programs, classification reviews, strategies, policies and practices, salary structures, and short and long-term programs.
  • Technical subject matter expert for Teachers and State Employee Retirement (TSERS) and supplemental retirement (TSA) plans.
  • Develops communication components supporting overall HR communication strategy.
  • Interfaces with third party vendor to ensure TSA plans are being consistently administered according to terms and conditions.
  • Audits reports on a regular basis for TSERS/TSA, teacher pay and compensation pay plan. Identifies discrepancies, investigates errors or issues, and implements solutions.
  • Manages and administers CMS's market pay plan and bonus programs.
  • Performs market research on salaries and responds to market surveys as necessary. Analyzes market data to determine CMS's overall competitive compensation position. Makes recommendations on adjustments to market rate for salaries.
  • Performs job evaluation studies and job analysis for all non-certified positions as required.
  • Participates in cross-functional committees as required.
  • Develops and maintains all communication materials for all TSERS/TSA and compensation programs.
  • Analyzes legislation and other regulatory requirements to determine impact to benefits and compensation programs. Compiles and evaluates data.
  • Drafts plan documents, contracts and amendments as required.
  • Assists in preparation of requests for proposals and the selection of providers and vendors. Reviews contracts and bid specifications to ensure organizations needs are being met.
  • Makes presentations to employee groups explaining benefit and compensation programs. Designs presentation materials and graphics.
  • Researches, analyzes and makes recommendations on new, existing and proposed TSA and compensation programs as required. Develops procedures to implement program changes. Assists in the design and development of technology systems as required.
  • Acts as a liaison between organization and vendors. Monitors performance of carriers and ensures compliance.
  • Prepares a variety of reports, correspondence, manuals, records, and other documents
  • Coordinates special programs as required by law or policy.
  • Responds to public inquires as required.
  • Performs related duties as assigned.

Education and Experience:

Minimum
  • Bachelor's Degree
  • 3-5 Year(s) of Experience in Compensation or Benefits
  • 8 years of experience in compensation or HR Generalist may substitute for degree

Desirable
  • Masters Degree in related field
  • 7 Year(s) of Experience in compensation or HR Generalist

Licensing / Certification Requirements:
  • Professional certifications desirable - PHR, CEBS, CCP, CBP, or CMS

Knowledge / Skills / Abilities:
  • Knowledge of personnel administration
  • Knowledge of CMS benefits plans.
  • Up to date and continued knowledge of current compensation and benefits trends.
  • Knowledge of FLSA, Title VII, EEO, ADA, and other laws that pertain to employees.
  • Knowledge of Excel, Word and Access database management.
  • Ability to manage vendors.
  • Experience in designing, building and managing complex salary, bonus programs and variable pay programs.
  • Experience in classification of positions.
  • Experience implementing compensation pay structures.
  • Experience implementing technology solutions.
  • Ability to write technical material as well as communication material for all employees and public.
  • Ability to provide excellent customer service.
  • Ability to work in a team environment and independently when required.
  • Ability to prioritze and adapt to changing demands and priorities.
