  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term vicing appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST II
    Education: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Desired Education: Graduation from an accredited college or university with a bachelor's degree in education which included coursework in policy or statistics.
    Preferred Education: A master's degree in any of the above fields.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.
    Desired Experience: Responsible professional experience in education or in education analysis, planning, policy, statistics, or evaluation.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
    Desired Skills/Abilities: Provide leadership, planning, and coordination in the areas of responsibility; develop, analyze, and evaluate plans, programs, and procedures; work with and make presentations to individuals and groups; prepare, review, and edit various documents.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Institutional Analyst III of the Policy, Innovation, Planning, and Evaluation Branch, the Institutional Analyst II:
    1. Policy Focus: Stays abreast of policy research and trends (local, national, and international) to inform strategic reform efforts and develop innovative solutions to questions and issues that may arise; provides policy research and analysis to support reform efforts and address requests from Department staff, the Board of Education, the Legislature, and other external stakeholders, as appropriate; and leads and facilitates policy stakeholder groups that are responsible for informing policy and program change.
    2. Innovation Focus: Stays abreast of cutting-edge innovations occurring organically in schools, complex areas, and in other states and districts; develops recommendations for strategic projects to pilot and incubate before developing recommendations to scale; and provides leadership and project management that supports direction setting and strategic project incubation (may include coaching and working with staff to facilitate implementation of projects on-time, on-budget, and with outcome data).
    3. Planning and Evaluation Focus: Facilitates the strategic plan revision and drafting process for the Department; provides consultative services on performance management best practices to state office and complex area staff including but not limited to - support for data analysis, identification of program goals, and outcome measures; develops and implements progress monitoring routines for programs as required; and develops annual school-level planning tools such as the academic plan template and the single- and multi-track school calendars.
    4. General Duties: Liaises with other DOE offices and the Charter Commission; cultivates, secures, and maintains partnerships with community stakeholders and organizations; develops/supports processes and plans for identifying, documenting, and communicating success; facilitates planning meetings; collaborates to develop creative solutions to program implementation challenges; and drafts memos, presentations, briefing materials, and reports.
    5. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $97,202 to $137,596. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $97,202.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
