  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: DISTRICT EDUCATIONAL SPECIALIST II
    Education: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
    Experience: Six (6) years of responsible work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum and/or special program services.
    Preferred Experience: Teaching experience preferably students with disabilities, with additional experience in program development and/or supervision.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods, and materials pertinent to one or more subject matters and/or program areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.
    Ability to: Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program areas of assignment.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Complex Area Superintendent of the South Hawaii Complex Area, the District Educational Specialist II:
    1. Plans, organizes, coordinates, monitors and assists in the evaluation of special education programs within the Ka'u/Kea/au/Pahoa Complex Areas. Coordinates the placement of special education students and provides direct consultation to schools in the preparation of Individualized Education Program plans and monitors the maintenance of programming for each special education student. Coordinates, prepares and participates in hearing proceedings related to programming concerns.
    2. Reviews and continuously analyzes the weighted count of classes and prepares both short and long projections relating to staffing, facilities, budget, and program emphasis. Arranges, plans and writes for contractual services for educational programs as required; certifies transportation requests for eligible students with disabilities. Plans, develops, writes, monitors and evaluates federally funded projects within the geographic regions of responsibility. Prepares and completes all budgetary forms for allocation.
    3. Plans, coordinates, and participates in in-service training in program areas for school/complex area personnel and parents. Supervises the Special Education Resource Teachers, DOE related services providers, IEP/Due Process/Child Find Coordinator, Itinerant Teachers, and Adapted Physical Education Itinerant Teachers in providing direct services and program assistance to special education students, teachers and administrators.
    4. Maintains comprehensive and statistical data records pertaining to programs and classes. Prepares reports and communication required in the implementation of the special education programs in the geographic regions of responsibility.
    5. Serves as a resource and maintains effective liaison with the state office, other district offices, public and private agencies, community groups, schools and parents.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $97,202 to $137,596. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $97,202.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
