The Associate Counsel has responsibility for supervising matters related to employment and labor law including the preparation and presentation of cases before Administrative, State, and Federal Courts. Closely coordinates legal matters and consults with internal BCPSS departments, participates in labor negotiations, provides counsel to administrative staff, formulates policy, and litigates various legal matters.

Essential Functions
  • Assist with the administrative responsibilities of the employment and labor division.
  • Participates in and provides legal advice in union contract negotiations and contract interpretations.
  • Prepares for and defends the BCPSS in complex suits that are brought against the School System in Administrative, State and Federal Court.
  • Represents the BCPSS at court hearings and administrative proceedings. Performs legal research and renders legal opinions on difficult questions that are raised, in particular issues involving current or potential litigation exposure.
  • May prepare and file briefs for cases before the United States Supreme Court, United States District Court of Appeals and Maryland Court of Appeals.
  • Drafts agreements, releases, contracts, and other legal documents.
  • Oversees and evaluates the work of legal assistants and supporting staff.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.


Maximum Salary 102900.00
Minimum Salary 84000.00
Desired Qualifications
  • Possession of a Law Degree from an accredited law school
  • Five (5) years of legal experience including significant direct experience in employment and labor law
  • Member of the Bar of the State of Maryland and the Federal Bar of Maryland
  • Knowledge of Federal, State, and City statutes and regulations including Title IX, Title VII, ADA, FLSA, and FMLA
  • Knowledge and experience in labor negotiations
  • Knowledge of Federal, State and City statutes and regulation
  • Knowledge of education and municipal law
  • Ability to prepare and present employee grievances and appeals
  • Ability to organize, interpret and apply legal principles
  • Ability to effectively communicate orally and in writing
  • Ability to establish and maintain effective working relationships with others
